Brief description
Through this call for tenders, CNESST wishes to retain the services of service providers specialized in Microsoft office suite.

The contract resulting from this RFP will be for the services of one prime resource and up to two concurrent resources on an on-demand basis.

Estimated duration of contracts
Contracts will commence on or about February 1, 2021 and end on or about January 31, 2024.

Location of the work
In the context of the COVID-19 pandemic, CNESST currently favours teleworking because of the recommended social distancing. Provisions allow resources to carry out work remotely.
During the period of a health emergency, all work can be carried out entirely remotely (outside CNESST premises). However, in the case of tariff SOIs, the resource must be connected to the technological environments designated by CNESST for its work to be recognized financially.
In the case of work performed remotely involving the takeover of a workstation on the CNESST network, the service provider will not have to make the workstation outside CNESST comply with the "configuration" standards set forth in this appendix. In this situation, only the "Specific requirements for remote access to the CNESST network" (appendix available in the "Cahier de consultation des entreprises - Partie 1") will have to be considered.
Notwithstanding the period of health emergency for which all the work can be entirely carried out remotely (outside the premises of CNESST), the main location for carrying out the work for this mandate is located at 524 Bourdages Street in Quebec City. Meetings, gatherings and workshops will occasionally require travel between this work site and the premises at 510 Atrium Boulevard in Quebec City.
Deadline date and time for receipt of tenders
Your firm's submission must be received by CNESST's Contract Management Team Leader at the central gate of 524 Bourdages Street, Quebec City, G1M 1A1, before 10:00 a.m. on January 29, 2021. All documents received after this deadline will not be considered.
The service provider submitting a paper submission is invited to use the return label attached to the "Cahier de consultation des entreprises-Part 1".

The electronic submission can only be made through the Government of Quebec's electronic tendering system (SEAO) and the documents it contains must be combined into a single PDF file.

The Service Provider assumes full responsibility for the transmission of its submission.

CNESST obliges service providers to address this person and no other person exclusively by e-mail in the context of this call for tenders, unless otherwise specified by CNESST. Failure to comply with this obligation may result in the rejection of the service provider's bid.
Opening of tenders
As part of this call for tenders, CNESST is opening the bids behind closed doors, i.e. without the presence of the public, in order to minimize the risks of spreading VIDOC-19.
At the end of the deadline for receipt of bids, they will be opened at the following location:

A representative of CNESST shall open tenders in the presence of a witness at the expiry of the time limit for receipt of tenders. The opening is captured on video and the audiovisual recording produced is available upon request, by means of an e-mail sent to the CNESST representative identified in this call for tenders.
At the time of capture, the CNESST representative discloses the names of the service providers who submitted a bid and the price submitted, although this information is subject to verification.
CNESST makes available within four working days the results of the opening of bids in the government-approved electronic tendering system, in accordance with the applicable rules.

Information on the procedure for receiving and examining complaints is available on the CNESST website at the following address:

In the context of this call for tenders, complaints must be transmitted electronically by January 14, 2021 at the latest.

Other information
CNESST does not undertake to accept any of the bids received.
The Service Provider will be required to submit only one submission per stream.
The CNESST representative reserves the right not to consider a request for clarification made by the contractor service provider and transmitted less than three working days before the deadline set for receipt of tenders.
Tender documents are available only through the electronic system SÉAO.
