Description
The works on rail noise mitigation measures along Tuen Ma Line comprise an:
- environmental study
- engineering study
Environmental study
The scope of the services required include:
a) determining the extent of rail noise mitigation measures
i) mitigation Case I: propose noise barriers or enclosures
ii) mitigation Case II: propose noise barriers or enclosures by considering speed restrictions at selected locations
iii) mitigation Case III (optional scope): propose noise barriers or enclosures by considering the noise mitigation measure (with up to 2dB(A) at-source noise reduction) by a third party
b) liaising and agreeing with Environmental Protection Department (EPD) on the rail noise mitigation measure (not including the at-source noise reduction referred in a) iii))
c) submission and obtaining Variations of Environmental Permit (VEP) approval from EPD
Engineering study
The scope of the services required include:
a) reviewing the engineering report 'Feasibility Study for MOL Noise Mitigation Measures – Final Report of Existing Structural Assessment and Proposed works Checking' in 2019 and identifying any refinement or updates needed to the proposed scheme of the noise barriers and enclosures
b) carrying out preliminary design of the potential rail noise mitigation measures with the following deliverables:
i) structural impact assessment of the existing rail structure
ii) innovative construction technique and noise barriers or enclosure design along existing rail sections especially at viaduct (preferably using lightweight material)
iii) constructability report including track possession, land and environmental constraints
iv) design reports and pre-consultation submissions to resolve comments from the relevant authorities and other government departments
v) optimal construction programme to achieve night-time train services as early as possible
vi) preliminary cost for construction of the proposed noise barriers/enclosures
