Germany - Technical planning services for mechanical and electrical building installations

Description

The municipality of Kreischa is planning the renovation of the existing school building of the secondary and primary school for later use as a two-form entry secondary school, the new construction of a two-form entry sports hall and the new construction of a three-form entry primary school as part of the "Kreischa school location" project. School operations are to continue during the construction measures, so that the planning and implementation of interims (which are planned by the AG) must be taken into account during the construction process. The existing sports hall will be used until the new sports hall is commissioned and will then be demolished.For the award of the object planning services buildings and outdoor facilities, a restricted competition according to RPW 2013 was held in 2019 and decided in spring 2020. The design of the Stuttgart office wittfoht architekten bda with Jörg Stötzer Landschaftsarchitektur, Stuttgart (since April 2020: ah Landschaftsarchitekten; Anderson & Hinterkopf) emerged as the winner and is the basis for further planning.The certification of the building project in the SILBER standard according to the Sustainable Construction Rating System for Educational Buildings (BNB_UN V2017, BNB-UK V2017 - www.bnb-nachhaltigesbauen.de) is being sought. The criteria elaborated in the course of the competition are described in detail in the annexes to the BNB target agreement. The aim of the procedure is the award of the specialist planning service Technical Building Services for ALG 4-6 according to Part 4 Section 2 of the HOAI. The design by wittfoht architekten bda / Jörg Stötzer landscape architecture is to form the basis of the planning. (See attachment)It is intended to commission the complete service profile according to HOAI (LPH 1-9 according to § 55). The commissioning will be carried out in stages according to the individual service phases.up to and including LPH 3, the 3 buildings (new building GS, new building sports hall, renovation OS) will be worked on coherently, from LPH 4 onwards, an object-related commissioning, planning and implementation will be carried out in successive construction phases. (1st BA: New construction SH, 2nd BA: Demolition of existing SH, 3rd BA: New construction GS; 4th BA: Refurbishment OS)It is initially planned to commission LPH 1 to 3 after completion of the award procedure. There is no legal entitlement to the transfer of all planned service phases, nor is there any legal entitlement to further commissioning after the first service phases have been provided.The contractual basic services and special services can be found in the enclosed draft contract (based on HOAI 2013). This contract will be adapted to the HOAI 2021 and sent to the selected applicants/bidders with the invitation to tender. Likewise, the concrete scope of the planning services to be awarded results from the contract that will be concluded with the contractor.Further planning sub-services, such as the technical building equipment ALG 1-3,7-8, the structural design or the BNB coordination will be awarded separately.The fee zones of the individual ALG are to be taken from the contract.The planning and execution of the interim is not part of the planning contract and will be commissioned separately.For the project with a gross floor area of approx. 12,900 m2 , a cost framework per KG (gross) is available on the basis of the competition design as follows: KG 200: approx. EUR 310,000, KG 300: approx. EUR 15.4 million; KG 400: approx. EUR 4.6 million; KG 500: approx. EUR 2.9 million.
