Description

This request for proposals (RFP) provides to those law firms (“Offerors”) interested in submitting proposals for the subject procurement sufficient information to enable them to prepare and submit proposals to allow the Commonwealth of Pennsylvania, Pennsylvania Municipal Retirement System (“PMRS”) to select for contracting within the Commonwealth of Pennsylvania to serve as tax counsel.  This RFP is issued pursuant to Executive Order 2015-2 dated January 20, 2015, and in accordance with Section 518 of the Commonwealth Procurement Code, 62 P.S. § 518 and Part III Chapter 8 of the DGS Procurement Handbook.Background – PMRS is the administrator approximately 1,100 municipal pension plans in Pennsylvania.  PMRS is an agent multiple employer pension system established by the Commonwealth of Pennsylvania in 1974 to administer pension benefits for municipal employees.  PMRS is currently serving over 18,000 active members and retirees and beneficiaries, with a fiduciary net position totaling $3.3 billion (as of fiscal year-end 2023). Any Pennsylvania county, city, town, township, borough, municipal authority, or institution supported and maintained by a municipality may participate in PMRS.  PMRS offers two types of retirement plans:  defined benefit (traditional) and cash balance; either plan can be used alone or in combination with each other.  Plan sponsors determine key plan provision from a menu of options allowable within federal guidelines and Commonwealth law.  As provided by statute, the PMRS Board of Trustees (Board) has exclusive control and management responsibility of PMRS’ pension fund. The Issuing Office is seeking proposals, on behalf of PMRS, to procure qualified tax counsel, with extensive experience in providing counsel on tax matters to statewide and municipal public pension systems or other major public pension systems, to provide sophisticated legal advice to PMRS on federal tax and benefit issues and international tax matters related to PMRS’ investments on an as needed basis.
