Description
The contracting authority would like to use this procurement to join up with a partner that can contribute to helping municipalities meet tomorrow's IT security challenges. As municipalities, the contracting authority is responsible for a broad spectrum of service areas. These cover everything from trade to social services to education to health. All of these services are becoming increasingly dependent on digital systems. Either for internal use or for services that are available for inhabitants in the municipalities.The digital systems that the contracting authority uses are increasingly more mobile and available. This, together with an ever increasing threat level, means that the contracting authority sees increased competence within IT security as necessary.As the changes within IT security happen quickly, it would be challenging to build and maintain this competence within our organisation.
The contracting authority is looking for a tenderer that can provide services in the following areas: - Continual monitoring of infrastructure and relevant IT services in order to detect unwanted activity- Analysis and management of security incidents-- Active response in the event of relevant security events-- Advice on measures to reduce the risk of events occurring again- Advice and competence raising around cyber security-- Advice on priorities for procurements for IT security-- Keep the municipalities continually updated on changes to the threat level-- Regular status meetings that summarise the threat situationThe contracting authority is looking for a tenderer that can contribute to a cooperation in which our joint competence makes us stronger in the current challenging threat level.The contracting authority has IT systems from a large selection of manufacturers and suppliers. This applies for switches, routers, firewalls, applications, cloud services, etc. Tenderers must provide their services for this selection, and not be a manufacturer/product dependent for providing services. Tenderers are asked to answer this in their application letter with 'yes' or 'no', which must be submitted together with the qualification application. If this requirement is not fulfilled, the tenderer will be rejeceted.The dialogue with the tenderer for the offered service will be in Norwegian. All data saved in connection with the provision of the service must be saved in the EU/EEA.As the contracting authority in this procurement will be separate customers of the tenderer, we are looking for a tenderer that is flexible with their offered service level.
