Description

This tender concerns the European public procurement for the execution of land surveying services for Waterboard Scheldestromen, hereinafter referred to as the contracting authority.
This lot includes a 4 times yearly recurring order "Mutation measurements". For these contracts, the Waterboard wishes to conclude a framework agreement with one (1) supplier, who will comply with the requirements set out in these tender instructions and appendices and the framework agreement to be concluded. The contracting authority attaches great importance to the quality of the measured data and guarantees the timely delivery of the end products. The measurement set-up must therefore always be such that the quality requirements (measurement accuracy) are met. The technical conditions with which the measurements must comply in order to guarantee the quality of the data must at all times be tested by means of demonstrable procedures and checks and reported to the client for assessment and approval. For these orders, the Water Board wishes to conclude a framework agreement with one (1) supplier that complies with the requirements set out in these tender instructions and appendices and the framework agreement to be concluded.The contracting authority attaches great importance to the quality of the data measured and guarantees for the timely delivery of the end products. The technical conditions which the measurements must meet, in order to guarantee the quality of the data, must at all times be tested through demonstrable procedures and checks and reported to the client for assessment and approval. For the execution of orders with an estimated value of < € 20,000.00, Waterboard Scheldestromen intends to enter into a framework agreement with five (5) parties to whom orders will be awarded on a proportional basis. The client strives for a proportional distribution. The following activities are included, but are not exhaustive: The execution of surveying activities within the management area of the Waterboard Scheldestromen (Zeeland). The water board manages approx. 12,523 km watercourses, 424 km primary water defences and 3,890 km roads. Approximately 5,300 underlying engineering structures, 54 polder pumping stations, 1,200 weirs, approximately 62,000 culverts, 16 treatment plants, 582 km sewerage pipeline and approximately 125,000 trees.The land surveying can relate to the management and maintenance of the core and base registers or (re) construction activities. In both cases, this may involve detailed and height measurements such as topographical measurements, profile measurements (wet and dry), silt thickness measurements, content measurements, settlement measurements, terrain models, etc. Depending on the assignment, various measuring methods and/or methodologies can be requested such as RTK-GPS, tachymeter, continuous water testing, drone flights (photogrammetry and lidar), etc. The generally applicable geodetic standards and methods as applied in the Netherlands apply to the land surveying services.
