INVITATION TO BID FOR THE SUPPLY AND DELIVERY OFFICE FURNITURE FOR THE USE OF THE BUREAU OF DESIGN LOCATED AT DPWH CENTRAL OFFICE The Department of Public Works and Highways thru its Bids and Awards Committee for Goods, through GAA 2018, intends to apply the sum of SEVEN MILLION SEVEN HUNDRED SIXTY SEVEN THOUSAND THREE HUNDRED SIXTY EIGHT PESOS (Php 7,767,368.00) being the Approved Budget for the Contract (ABC) for payment under Contract ID No. 18GZ00063. Bids received in excess of the ABC shall be automatically rejected at bid opening. The Department of Public Works and Highways now invites bids for the FOR THE SUPPLY AND DELIVERY OF OFFICE FURNITURES FOR THE USE THE BUREAU OF DESIGN LOCATED AT DPWH CENTRAL OFFICE. Delivery of the goods is required as specified in the Schedule of Requirement. Bidders should have completed within (5) years from the date of submission and receipt of bids, a contract similar to the Project whose values must be at least 50% of the ABC. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II, Instruction to Bidders Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Revised Implementing Rules and Regulations (R-IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”. Bidding is restricted to Filipino citizens /sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens pursuant to RA 5138 and subject to Commonwealth Act 138. Interested bidders may obtain information from the BAC for Goods Secretariat and inspect the Bidding Documents during Monday to Friday at 7:00 to 4:00 p.m. A complete set of Bidding Documents may be purchased by interested Bidders on November 16, 2018 until before 10:00 a.m. of December 12, 2018 from the Secretariat, BAC for Goods, Room 502-B, 5th Floor, DPWH Bldg., Bonifacio Drive, Port Area, Manila and upon payment of non-refundable fee for the Bidding Documents in the amount of Pesos: Five Thousand Pesos only (Php5,000.00). It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPs) and the website of the Department of Public Works and Highways. However, the Bidders shall pay the non-refundable fee for the Bidding Documents not later than the submission of bids. The Department of Public Works and Highways will hold a Pre-Bid Conference on November 28, 2018 9:00 a.m. at Room 503, 5th Floor, DPWH Bldg., Bonifacio Drive, Port Area, Manila which shall be open to all interested parties. Bids must be delivered to the address below on or before 10:00 a.m. on December 12, 2018. Bids will be opened in the presence of the Bidder’s representatives who choose to attend at the address below. Late bids shall not be accepted.
