Supply and Delivery of Two (2) Units of Brand New Passenger Van for Use of Buildings and Special Projects Management Cluster – Unified Project Management Office (BSPMC-UPMO) The Department of Public Works and Highways [DPWH] thru its Bids and Awards Committee [BAC] for Goods, through GAA 2019, intends to apply the sum of Three Million Five Hundred Thousand Pesos Only. [₱3,500,000.00] being the Approved Budget for the Contract (ABC) for the payment under Contract ID No. 18GZ00033. Bids received in excess of the ABC shall be automatically rejected at bid opening. The DPWH now invites bids for the Supply and Delivery of Two (2) Units of Brand New Passenger Van for Use of Buildings and Special Projects Management Cluster-Unified Project Management Office (BSPMC-UPMO) located at DPWH 2nd Street Port Area, Manila. Delivery of the goods is required as specified in the Schedule of Requirements. Bidders must have completed a contract similar to the Project whose values must be at least 50% of the ABC within ten [10] years before the opening of bids. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II, Instruction to Bidders. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Revised Implementing Rules and Regulations (R-IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens pursuant to RA 5138 and subject to Commonwealth Act 138. Interested bidders may obtain information from the BAC for Goods Secretariat and inspect the Bidding Documents at the address given below during Monday to Friday at 7:00 AM to 4:00 PM. A complete set of Bidding Documents may be acquired by interested Bidders on November 16, 2018 until before 10:00 a.m. of December 12, 2018 from the Secretariat, BAC for Goods, Room 502-B, 5th Floor, DPWH Bldg., Bonifacio Drive, Port Area, Manila and upon payment of non-refundable fee for the Bidding Documents in the amount of Three Thousand Pesos Only (Php3,000.00) It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPs) and the website of the Department of Public Works and Highways. However, the Bidders shall pay the non-refundable fee for the Bidding Documents not later than the submission of bids. The Department of Public Works and Highways will hold a Pre-Bid Conference on November 28, 2018, 9:00 a.m. at Room 503, 5th Floor, DPWH Bldg., Bonifacio Drive, Port Area, Manila which shall be open to all interested bidders. Bids must be delivered to the address below on or before 10:00 a.m. on December 12, 2018. Bids will be opened in the presence of the Bidder’s representatives who choose to attend at the address below. Late bids shall not be accepted.
