Invitation to Bid “Supply and Delivery of Two (2) Units Customized Detention Prisoner Motor Vehicle for the transport of Detainees (BJMP Type)” 01. The National Bureau of Investigation, through the 2017 NBI Clearance Retention Fees pursuant to RA 10867 otherwise known as the NBI Reorganization and Modernization Act in the amount of Three Million Pesos only (Php3,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the “Supply and Delivery of Two (2) Units Customized Prisoner Motor Vehicle for the transport of Detainees (BJMP) Type.” Bids received in excess of the ABC shall be automatically rejected at the bid opening. 02. The National Bureau of Investigation (NBI) now invites bids for “Supply and Delivery of Two (2) Units Customized Prisoner Motor Vehicle for the transport of Detainees (BJMP) Type.” Delivery of the Goods is required within Ninety (90) calendar days from receipt of Notice to Proceed. Bidders should have completed, within Five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in the Instructions to Bidders. 03. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act.” 04. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 05. Interested bidders may obtain further information from the National Bureau of Investigation (NBI) and inspect the Bidding Documents at the address given below during Mondays through Fridays from 8am to 5pm. 06. A complete set of Bidding Documents may be acquired by interested Bidders on November 21, 2018 to December 14, 2018 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Three Thousand Pesos (Php3,000.00). 07. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 08. The National Bureau of Investigation (NBI) will hold a Pre-Bid Conference on November 28, 2018 at 1:00pm at the 2nd Floor, Conference Room, NBI Main Bldg., Taft Avenue, Ermita, Manila which shall be open to prospective bidders. 09. Bids must be duly received by the Secretariat at the Office of the Special Bids and Awards Secretariat (SBAC) Secretariat, Room 121-A, Ground Floor, NBI Main Building, Taft Avenue, Ermita, Manila on or before 12:30pm of December 14, 2018. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18. 10. Bid opening shall be on December 14, 2018 at 1:00pm at the 2nd Floor, Conference Room, NBI Main Bldg., Taft Avenue, Ermita, Manila. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.
