Description

Request for Quotation (RFQ) No.1697673-24 For Supply and Delivery of Award Frames
Bids are invited for the non-exclusive For Supply and Delivery of Award Frames for Toronto Police Service (TPS), as further described in Appendix A – Scope of Work and Specifications.
It is the Bidder’s responsibility to understand all aspects of the Request for Quotation (RFQ) and to obtain clarification, if necessary, before submitting their Bid. Inquiries and questions will be received up to 1:00:00 pm on Monday April 22, 2024
Submission Requirements
Quotations must be submitted through the MERX Electronic Bid Submission (“EBS”) System (https://www.merx.com/).

Uploading large documents may take significant time, depending on file size and internet connection speed. It is strongly recommended that Bidders review the MERX EBS instructions well in advance of the submission deadline and allow sufficient time before the submission deadline to upload documents and finalize their submissions.  Bidders making submissions near the deadline do so at their own risk. The determination of whether the Bid is delivered by the submission deadline shall be based on the electronic time and date stamp generated by the MERX EBS System server, whether or not accurate.

Vendors are to submit their Quotation through the MERX EBS System prior to 1:00:00 P.M. (Toronto local time) on Tuesday May 7, 2024.

Objective
The objective of this Request for Quotation (RFQ) is to solicit bids from qualified vendors for the non-exclusive For Supply and Delivery of Award Frames for Toronto Police Service (TPS).

Mandatory Requirements
Vendors to refer to the instruction to bidders section of the RFQ starting on page four (4) when addressing required forms for submission.

Mandatory Bid Submission Forms are:
APPENDIX A –  SCOPE OF WORK AND SPECIFICATIONS FORM
APPENDIX B - PRICE SUBMISSION FORM
In addition to the mandatory Bid Submission Forms, the following completed forms to be submitted:
 

SECTION 1 -TPS Policies Form
SECTION 2 - Environmentally Responsible Procurement Form
SECTION 3 - Statutory Declaration Form
SECTION 4 - Key Personnel Form
SECTION 5 - Bidder's Experience in Similar Work Form

Term of the Contract
The term of this contract is for a  1 (one) year period commencing upon award of the Contract.
TPS reserves the right to renew the contract for an additional four  1-year period. The renewal is contingent upon continued need, budget approval, acceptable performance, and TPS approval if applicable. Pricing shall be firm for the initial  1 (one) year period.
Unless otherwise specified in pricing terms and conditions for this contract, pricing shall be firm for the initial  1 (one) year period. If a price change is required in the optional years, the Vendor must submit a written request to change pricing 90 days prior to the fixed term expiring or any optional years thereafter to the attention of the Single Point of Contact listed on this document to consider your request. Any such adjustment request will be considered based on changes to CPI/ IPPI Canada (Consumer Price Index/ Industrial Product Price Index) or such a change should be well documented and provided solid elucidation of the change which must be subject to approval by TPS.

Piggyback (if applicable)
The TPSB/TPS may, upon request, permit other public bodies and the Police Cooperative Purchasing Group (PCPG) to purchase against any part of the contract which may result from this RFQ.

Proponents are requested to indicate on the Pricing Submission form if they will extend the pricing, terms and conditions of this proposal to other government agencies including PCPG, if the proponent becomes the successful services provider.

If the successful proponent agrees to this provision, participating agencies may enter into a contract with the successful proponent for the purchase of services described herein based on the terms, conditions, prices, and percentages offered by the proponent. Minor changes in terms and conditions may be negotiated by participating agencies.

Please note: copies of the proponents submission may need to be provided to the interested agency (in confidence) in order to review prior to participating.

Non-Exclusivity
The creation of this RFQ shall not be a guarantee of exclusivity.
