Description
The Norwegian Parliament would like to enter into a contract with a tenderer for the evaluation of the Norwegian Parliament's construction project — Prinsens gate 26, etc., (P26). Construction project P26 comprises a total renovation of Prinsens gate 26, a new post and goods reception centre under Wessels plass and an access tunnel from Rådhusgata to the new post and goods reception centre (PVM Culvert). See the details about the project from the White Paper 1 S (2018-2019) that are given below:After many years work, the comprehensive construction project P26, which comprises Prinsens gate 26, a new post and goods reception centre and a new tunnel, will be completed. The planning for this project started in 2011 and the preliminary project phase is from 2014. Proposals for permission for 2019 are based on the cost limit for the project, which was approved in connection with the revised national budget for 2018, which was 2 321 000 000 NOK. The cost limit was thoroughly reviewed in spring 2018, including external quality assurance.The construction project Prinsens gate 26, including a new post and goods reception centre, was completed in December 2018 and the PVM Culvert was completed in autumn 2019. For further details on the construction project see https://www.stortinget.no/no/Hva-skjer-pa-Stortinget/stortingets-byggeprosjekter/The background for the evaluation assignment is the following Parliament decision from 20.6.2017: The Norwegian Parliament asks the presidium to ensure that after the construction project an evaluation report is prepared with points that the Norwegian Parliament can learn from in later construction projects. The evaluation report will be published.The main aim of the evaluation is to improve how the Norwegian Parliament handles future construction projects. See the assignment description/mandate, which is attached to the tender documentation, for a description of the evaluation assignment.Those carrying out the assignment will have full access to information on the execution of the construction project. The Norwegian Parliament will make resources available for the tenderer's investigations.Personnel used by the tenderer for the assignment must be security cleared up to Confidential in accordance with the Security Act. Two-3 named persons (key personnel) must be offered. The requirements for the offered personnel are in the contract terms, which are attached to the tender documentation.It is a prerequisite that the assignment is carried out in accordance with relevant evaluation methods and principles. It is a prerequisite that the tenderer who carries out the assignment is independent of the Norwegian Parliament — as a contracting authority and builder for P26 — independent of central contractors and suppliers in the project. A list of the central contractors and suppliers is in an annex of the tender documentation. A declaration on independence and objectivity is to be given in the tender letter. The template for the tender letter is in an annex of the tender documentation.The assignment must be completed by 30.6.2020. The budget limit for the assignment is approx. 1 000 000 NOK-1 500 000 NOK excluding VAT.The assignment will be remunerated by the hour in accordance with agreed hourly rates.
