Description

Design, manufacture and supply of 132 vehicle units (high-floor light rail vehicles) and 34 intermediate modules together with associated auxiliary and ancillary services plus spare parts supply.
Kölner Verkehrs-Betriebe AG intends to procure high-floor light rail vehicles. The subject of the contract is the supply of 132 vehicle units and 34 intermediate modules for operation in accordance with BOStrab and EBO for use in Cologne, on the Bonn route network and on the non-ferrous routes of Häfen- und Güterverkehr Köln AG (HGK), which are equipped for light rail operation. The contract includes an option for the delivery of a further 60 vehicle units and a further 23 intermediate modules. The vehicle units must comply with both the BOStrab and EBO regulations.The contract also includes a spare parts supply over the service life of the vehicles.The vehicle units must meet the following essential requirements:- Vehicle type: high-floor light rail vehicles- Vehicle design: articulated railcars with bogies and ball bearing slewing ringsIt must be possible to couple two vehicle units at a time via a quick-disconnect point to form a long vehicle that can be walked on by passengers throughout. The long vehicle is called the HF12. In order to be able to expand the capacity of the vehicles due to operational requirements, the vehicle units must be designed in such a way that an intermediate module can be inserted in the quick disconnect point. The approval procedure is based on German law: Ordinance on the Construction and Operation of Tramways (BOStrab), Railway Construction and Operating Regulations (EBO), publications/messages of the Association of German Transport Companies (VDV), guidelines of the Association of German Engineers (VDI), regulations of the Association for Electrical, Electronic & Information Technologies (VDE), German Industrial Standard (DIN), European Standard (EN). More detailed information on the delivery item, the prerequisites for commissioning the options and the design conditions are contained in the tender documents.The high-floor light rail vehicles must meet the following essential requirements:- Car body shell: low-corrosion steel (welded construction),- Vehicle width: 2.650 mm (+0 mm / -10 mm),- Length of vehicle unit HF12: ≤ 30.0 m (incl. half-car transition),- Length of intermediate module: ≤ 15m (incl. the two half-car transitions)- Ground clearance: ≥ 80 mm,- Rated overhead line voltage: 750 V DC,- Smallest track curve radius: 25 m,- Track gradient: ≤ 6 %,- Length of longest maximum track gradient: 500 m,- Track gauge: 1.435 mm,- Maximum speed: 80 km/h (designed for 85 km/h) - Axle load ≤ 10 t,- Line load: max. 2.17 t/m,- Floor height (boarding): 950 mm- Number of seats in HF12 vehicle unit: at least 58- Passenger capacity in HF12 vehicle unit: at least 180- Passenger capacity in intermediate module: at least 80Note for the bidding and negotiation phase (2nd phase of the award procedure. For the meaning of minimum requirements / exclusion criteria or other binding requirements in the award documents, cf. section 11.4 of the procedural conditions for the competitive bidding process. Kölner Verkehrs-Betriebe AG reserves the right to cancel or adjust minimum requirements / exclusion criteria or other binding requirements in the award documents subject to the conditions set out in section 11.5 of the procedural conditions for the partial bidding competition.It is planned that five HFx pre-series vehicles (consisting of ten vehicle units and five intermediate modules) will be delivered in 2026. The current delivery schedule provides for delivery of the ready-to-operate series vehicles at weekly intervals from the beginning of 2028. The delivery schedule can be found in the award documents.
