Description

New York City Economic Development Corporation (NYCEDC) is seeking a consultant or consultant team to provide construction management services for the Station Plaza Project.Station Plaza is an intermodal project located in Jamaica, Queens. The project area is located along Archer Avenue, bounded on the west by 144th Place, and on the east by 147th Place. The project aims to improve pedestrian safety, reduce traffic congestion, and improve conditions for the more than 18,000 daily transit users changing modes at the critical intersection of Archer and Sutphin Boulevard. The transit hub is served by 13 bus lines, 2 subway lines, the LIRR (10 out of 11 of its commuter lines pass through this station) and the Air Train service from John F. Kennedy International Airport to the LIRR.Over the years NYCDOT has made incremental attempts to improve conditions at the intersection without success. In 2006, NYCDOT and The New York City Economic Development Corporation (NYCEDC) agreed to adopt a plan, conceived by the Greater Jamaica Development Corporation (GJDC) a local not-for-profit, to change the intersection into a transit plaza that could serve its users more efficiently and safely. The plan was reaffirmed in the 2015 Jamaica Action Plan, and it includes realigning Archer Avenue and moving it to the north; creating wider sidewalks and pedestrian plazas and moving subway exits out of the sidewalks and into the plazas. An additional bus lane will also be created and bus turning radiuses improved. Lighting, pedestrian signage, landscaping and graphics are also part of the project. The project received a Congestion Mitigation and Air Quality (“CMAQ”) grant to reduce traffic sprawling and improve the safety around the transit hub.The Construction Manager shall provide administrative and management functions necessary to ensure the successful completion of the Project with respect to cost, schedule, and quality. The Construction Manager shall provide engineering peer review, constructability review and cost estimating services, with special attention to integrate planned work at the Project Site with adjacent parkland. In addition, the Construction Manager must ensure that public safety measures are implemented and closely adhered to by all Subcontractors.NYCEDC plans to select a consultant on the basis of factors stated in the RFP which include but are not limited to: the quality of the proposal, experience of key staff identified in the proposal, experience and quality of any subcontractors proposed, demonstrated successful experience in performing services similar to those encompassed in the RFP, and the proposed fee.This project is being funded with Federal Transit Administration funds, through the New York State Department of Transportation, and this project has Disadvantaged Business Enterprise (“DBE”) participation goals. All respondents will be required to submit a Contractor Statement on DBE Goals with their response. A list of certified DBEs can be found at https://nysucp.newnycontracts.com/.
