Summary of Work: This project is a two-phase design-build to provide design and construction activities to elevate twenty-one (21) designated residential structures in southwestern coastal Louisiana (LA). Residential structures will be elevated to the 100-year base flood elevation based on year 2075 hydrology in two (2) parishes: Vermilion and Calcasieu.

The reason for RFP Amendment 0001 is due to the Government inadvertently posting a draft version of Attachment J-3 Section L and Attachment J-4 Section M. The correct (at that time) documents were dated 21 December 2023 (List of Attachments Section at the end of the RFP). Revised Attachments J-3 Section L and J-4 Section M are provided in RFP Amendment 0001 (Revision dates of 12 January 2024). These two revised attachments incorporate the intended language from 21 December 2023 (that should have been originally posted) and changes based on the Government's response to questions received via ProjNet. Wage rates have also been updated in the list of attachments.
AMENDMENT 0002 Note –
This amendment revises documents that are applicable to Phase II of this Design-Build solicitation and addresses some of the pending Projnet Q&A responses from the Government regarding Phase II.
No action is required of any Offeror who submitted a proposal for Phase I evaluation and no proposal revisions are being accepted. Phase I evaluations are currently ongoing.
The release of this amendment is to facilitate a smooth transition into Phase II proposal generation following completion of the evaluation of Phase I proposals, up to a maximum of five most highly qualified offerors will be selected to participate in Phase II.
The Government plans to enter into Phase II during the month of March 2024.
