Description: The Defense Logistics Agency (DLA) intends to issue a solicitation for the Commercial Battery Initiative (CBI) in support of various commercial battery parts. The resultant contract(s) will provide total support and management services in support of batteries for military customers worldwide. This requirement is an acquisition for a Firm Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contract for 1,150 National Stock Numbers (NSNs) to support customer direct delivery to the continental United States (CONUS) and outside the continental United States (OCONUS). This acquisition will likely be a hybrid acquisition using full and open competition, as well as full and open competition after exclusion of sources. The Government intends on utilizing FAR Part 15 Contracting by Negotiation and FAR Part 12 Commercial Item Procedures. A subset of the population may potentially include provisions for small business set-asides.
This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the Government. Instead, the Government requests potential sources to submit an indication of interest to the points of contact. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The sole purpose of this Pre-Solicitation Notice is to determine the interest and suitability of the commercial marketplace to support full and open competition requirements. DLA Land and Maritime (L&M) intends to use information resulting from this posting to determine the capability of the commercial marketplace to access current industry experience in support of the requirements.
Objectives: DLA L&M will utilize a full service customer-direct contract to enhance support of 1,150 commercial battery NSNs. The primary or overarching objective is to reduce cost without degrading current system readiness and reliability.
Responses: Interested bidders should submit a response to this pre-solicitation notice limited to five (5) pages, single space. If the material provided contains proprietary information, please annotate and identify disposition instructions (submitted data will not be returned). Responses should include, but are not limited to: (a) one page history to include Small Business Administration (SBA) size, classification, major products, and primary customer base; (b) examples of experience in providing commercial parts to Department of Defense (DoD) customers within Time Definite Delivery (TDD) standards in accordance with (IAW) Defense Logistics Agency Directive (DLAD) 11.402-90, warranting Government consideration of the interested bidder; and (c) additional information, technical or otherwise, that the interested bidder deems necessary to aid the Government in making an informed assessment of the suitability of the existing commercial marketplace to accomplish customer direct support of military customers around the world within TDD requirements; and (d) a Rough Order of Magnitude (ROM) regarding the cost of utilizing that already existing commercial infrastructure.
Submission Information: Interested bidders shall submit information no later than May 24, 2019 to DLA L&M, ATTN: Charles D. Underwood, 3990 E. Broad St., Columbus, OH, 43218-3990. Electronic responses are preferred and should be submitted to charles.underwood@dla.mil.
Questions: Questions regarding this RFI shall be submitted in writing via e-mail to the individual referenced above. Verbal questions will NOT be accepted. Questions shall NOT contain proprietary or classified information. The Government does not guarantee any questions received after 10 May 2019 will be answered.
Additional Information: Some NSNs on this initiative have technical data subject to export control. Due to DLA cyber-security enhancements to the Joint Certification Program (JCP) registration and validation procedures, vendors must obtain additional permissions to access export controlled data in cFolders that was updated/revised on or after 22 Dec 2018. In the event a vendor cannot access the technical data for a NSN in DLA cFolders, the vendor must submit a onetime request to jcpvalidation@dla.mil for technical data access consideration. If a vendor has inquiries after having submitted required information to the JCP office, these inquiries are to be directed to DLAJ344DataCustodian@dla.mil.
DLA processes the vendor's technical data request on a first come, first served basis. Failure to comply timely with required information may result in lack of consideration for DLA solicitations. It is vitally important that vendors provide correct company official name(s) and contact information in all correspondence. DLA will work diligently on validating vendor requests. Vendors will be notified within 3 business days of when their requests were approved. However, DLA cannot guarantee that it can complete all validation requests by the due date for any solicitation responses.
While the Government intends to issue a solicitation, there is no commitment at this time to issue a solicitation, make an award or awards, or to be responsible for any monies expended by industry responses to this Request for Interested Bidders. If a solicitation is released, it will be synopsized on the Federal Business Opportunities website, located at http://www.fbo.gov. All information received in response to this Request for Interested Bidders that is marked Proprietary will be handled accordingly. Responses to the Request for Interested Bidders will not be returned.
