Description
The subject matter of the contract is the supply and installation of photovoltaic and solar collector systems, aerothermal (air-water) heat pumps and biomass boilers in the municipality of Michów. The order is realized within the framework of a project entitled "Renewable Energy Sources Installations as part of Improvement of Environment in the Municipality of Michów" co-financed from EU funds under the Regional Operational Programme for the Lubelskie Voivodeship for 2014-2020 priority axis 4 Environmentally-Friendly Energy, Measure 4.1 Support for RES use.2Pursuant to Article 91 of the PPL Act, the Contracting Authority shall allow submission of partial tenders divided into two parts of the contract: 1) Part 1 - supply and installation of photovoltaic cells;2) Part 2 - supply and installation of solar collectors;3) Part 3 - supply and installation of biomass boilers;4) Part 4 - supply and installation of aerothermal (air-to-water) heat pumps.
The subject of Part 1 of the contract is the supply and installation of photovoltaic installation sets in the municipality of Michów, including among others: 1) supply and installation of 229 photovoltaic installation sets on private buildings in the municipality of Michów, including min. 3.42 kW, in 61 indicated locations;b) supply and installation of 32 photovoltaic installations with a power of min 3.80 kW, in 32 indicated locations;c) supply and installation of 73 photovoltaic installations with a power of min 4.56 kW, in 73 indicated locations;d) supply and installation of 43 photovoltaic installations with a power of min. d) delivery and installation of 43 pieces of photovoltaic installations with a power of min 5.32 kW, in 43 indicated locations;e) delivery and installation of 20 pieces of photovoltaic installations with a power of min 6.08 kW, in 20 indicated locations;f) the installation made on the basis of photovoltaic modules monocrystalline panels with a power of min. 380 W;g) installation of support structures for photovoltaic modules;h) installation of photovoltaic panels on the structure;i) installation of solar wiring between the modules and the inverter;j) installation of the main installation for connecting the inverter to the main switchgear of the building;k) installation of the RDC switchgear;l) installation of the inverter;m) installation of the RAC switchgear;n) implementation of the anti-shock protection;o) implementation of the surge protection;p) tests, measurements, adjustments and technological start-up of the installation;q) preparation of abbreviated as-built documentation for each project participant and full as-built documentation for the Ordering Party (certificates, warranties, operating manuals, executive designs, set of electrical measurements, set of documents for changing meters, documentation received from the Ordering Party with corrections in red);r) connection to the grid of PGE Dystrybucja S.A. together with preparation of a set of documents and notification of the installation;s) training of users on the proper operation of the installations;t) preparation of service manuals containing the necessary information on how to proceed in the event of unexpected errors in the installation;u) programming and start-up of the installation;v) completion of possible defects in walls, ceilings, and sealing of roof coverings after the passage of cables;w) other elements included in Annex No. 8a to the ToR (design documentation) and the model agreement constituting Annex No. 7a to the ToR).2) supply and installation of 5 pcs. 2) supply and installation of 5 sets of photovoltaic installations on public buildings in the municipality of Michów, including: a) supply and installation of 2 photovoltaic installations with a power of 6.08 kW, two locations;b) supply and installation of 3 photovoltaic b) supply and installation of 3 pieces of photovoltaic installations with a capacity of 9.12 kW, three locations;c) installation based on photovoltaic modules monocrystalline panels with a capacity of min 380 W;d) installation of supporting structures for photovoltaic modules mounted on the roof or roof with an inclination of +/- 15-20 degrees;e) installation of photovoltaic panels on the supporting structure;f) installation of solar wiring between the modules and the inverter;g) installation of the main installation for connecting the inverter to the main switchboard of the building;h) installation of the RDC switchboard;i) installation of the inverter;j) installation of the RAC switchboard;k) implementation of electric shock protection;l) implementation of overvoltage protection;m) tests, measurements, adjustments and technological start-up of the installation;n) preparation of a brief as-built documentation for each participant of the project and a full as-built documentation for the Employer (certificates, warranties, operating instructions, executive designs, a set of electrical measurements, a set of documents to change the meter, documentation received from the Employer with the corrections in red),According to the description in the contract documents available on the website: https://ugmichow.bip.lubelskie.pl/index.php?id=82. 1. The subject matter of part 2 of the contract is the supply and installation of 38 pcs. The subject of part 2 of the contract is the supply and installation of 38 sets of solar power systems in the municipality of Michów, including among others1) dual collector installation / 300 dm3, 38 sets - installation for 38 locations;2) performing the installation of a solar tank;3) performing the installation of a glycol system;4) installing a pump and control unit;5) performing the connection of the solar tank to the existing cold water and domestic hot water system along with the necessary control and safety fittings, stop fittings, regulation fittings;6) performing tests, research and commissioning of the solar system;9) supply and installation, based on the technical documentation constituting Appendix No. 8b to the ToR, of sets of flat solar collectors for the purpose of domestic hot water preparation;10) other elements included in Appendix No. 8b to the ToR (design documentation) and the model agreement constituting Appendix No. 7b to the ToR.The Contracting Authority hereby informs that the solar monitoring system described in chapter 7 of the executive construction design is not covered by the subject contract. The Contracting Authority requires that the installed system will allow for future connection to such a system.2. The Contracting Authority requires that the installation within one location does not take longer than 3 consecutive working days.3.The Contractor shall provide warranty and guarantee for the performed works for the period not shorter than 3 years and not longer than 5 years from the date of signing the final acceptance protocol by the Contracting Authority and the contractor (warranty period shall constitute one of the bid evaluation criteria described in Chapter XVIII of SWZ).4 The order shall be performed, among others, in accordance with the technical documentation constituting attachment/attachment no. 8b to SWZ.5 The devices, fittings and fixtures installed in the course of the order execution shall be brand new, compliant with the parameters specified in the technical documentation.6.The execution of the subject matter of the contract should be carried out on the basis of the applicable provisions, in particular of the Act of 7 July 1994 - Construction Law (Journal of Laws of 2020, item 1333, as amended), together with executive regulations, by a contractor who has the appropriate experience, executive potential and staff with the appropriate experience and qualifications.7.The materials used by the contractor should meet, in terms of quality, the requirements for products allowed for marketing and use in the construction industry, as defined in Article 10 of the Act of 7 July 1994 Construction Law.8. The execution of the subject matter of the contract and putting it into service must also comply with all legal acts applicable to the subject matter of the contract, technical and construction regulations, applicable Polish standards, guidelines and principles of technical knowledge. 1. The subject of part 3 of the contract is the supply and installation of 15 biomass boilers in the municipality of Michów, including among others1) supply and installation of 8 pieces of biomass boilers with a capacity of 20 kW, installation for 8 locations;2) supply and installation of 7 pieces of biomass boilers with a capacity of 25 kW, installation for 7 locations;3) disassembly of the old boiler and installation components to be replaced (handover to the owner);4) installation of the boiler, fittings and devices, thermal insulation of pipelines as per technical documentation, applicable legal, construction and technical conditions;5) installation of a control system;6) installation of a flue pipe with a cleanout and connection of the boiler to the existing chimney flue;7) connection of the boiler to the existing central heating, heating and air conditioning systemo., s.w, 8) flushing, pressure testing of the system, filling, de-aeration and start-up of the system;9) providing instructions and training to the user concerning the correct and safe operation of the system and its maintenance;10) filling and sealing of pipe penetrations;11) start-up and participation in the technical inspection of the system 12) before the installation of the boiler, it is advisable to determine the conditions of installation in a given location, e.g. in terms of the location of the pelt tank and other relevant installation parameters;13) providing the Contracting Authority with a protocol of boiler room acceptance, training and handing over documentation confirmed by the user;14) other elements included in Annex No. 8c to the ToR (design documentation) and specimen contract constituting Annex No. 7c to the ToR.2The Contractor for each task shall provide warranty and guarantee for the performed works for the period not shorter than 3 years and not longer than 5 years from the date of signing by the Ordering Party and the contractor of the final acceptance protocol (warranty period constitutes one of the bid evaluation criteria described in Chapter XVIII of the ToR).4 The order shall be performed, among others, in accordance with the technical documentation constituting Annex 8c to the ToR.5Equipment, fittings and fixtures installed during the execution of the order must be brand new, compliant with the parameters specified in the technical documentation.6.The performance of the subject matter of the contract should be carried out on the basis of the applicable provisions, in particular of the Act of 7 July 1994 - Construction Law (Journal of Laws of 2020, item 1333, as amended), together with its executive regulations, by a contractor who has adequate experience, executive potential and staff with appropriate experience and qualifications.7The materials used by the contractor should meet, in terms of quality, the requirements for products allowed for marketing and use in the construction industry, as defined in Article 10 of the Act of 7 July 1994 Construction Law.8. The execution of the subject matter of the contract and putting it into service must also comply with all legal acts applicable to the subject matter of the contract, technical and construction regulations, applicable Polish standards, guidelines and principles of technical knowledge. The subject of the part no. 4 is the supply and installation of 13 pieces of installations of the aerothermal heat pump in the commune of Michów, including among others: 1) supply and installation of 13 pieces of installations of the aerothermal heat pump (air-water) with a minimum power of 3.5 kW to prepare hot water with tanks with a capacity of min. 2) installation of fittings, a pumping unit, a diaphragm vessel and other elements according to a process diagram;3) installation of a control system;4) flushing and pressure testing of the system;5) filling and sealing of pipe penetrations, construction of cold water, hot water, central heating, and electrical piping necessary for the connection to the project. 6) commissioning of the system;7) training of the users on the rules of proper operation of the installed heat pumps for DHW together with preparation of detailed operating manuals and handing them over to the users;8) other elements included in the attachment No. 8d to the ToR (technical documentation) and the agreement template constituting the attachment No. 7 d to the ToR.2The Contractor for each task shall provide warranty and guarantee for the performed works for the period not shorter than 3 years and not longer than 5 years from the date of signing by the Ordering Party and the contractor of the final acceptance protocol (warranty period constitutes one of the bid evaluation criteria described in Chapter XVIII of the ToR).4 The order shall be performed, among others, in accordance with the technical documentation constituting Annex no. 8d to the ToR.5Equipment, fittings and fixtures installed during the performance of the contract must be brand new, consistent with the parameters set out in the technical documentation.6. Performance of the contract should be based on the applicable regulations, in particular the Act of 7 July 1994 Construction Law (Journal of Laws of 2020, item 1333, as amended) with implementing regulations, by a contractor with appropriate experience, workmanship potential and personnel with appropriate experience and qualifications.7.The materials used by the contractor should meet, in terms of quality, the requirements for products allowed for marketing and use in the construction industry, as specified in Article 10 of the Act of 7 July 1994 Construction Law.8.
