Description
The subject matter of the contract is the supply and installation of photovoltaic and solar collectors, heat pumps and biomass boilers in the municipality of Drelów. The order is realized within the framework of a project entitled "Renewable energy in the commune of Drelów - stage II", co-financed from EU funds under the Regional Operational Programme for the Lubelskie Voivodeship for 2014-2020 priority axis 4 environmentally friendly energy measure 4.1 support for the use of RES.2Pursuant to Article 91 of the PPL Act the Contracting Authority shall allow submission of partial tenders divided into four parts of the contract: 1) Part 1 - supply and installation of photovoltaic cells;2) Part 2 - supply and installation of solar collectors;3) Part 3 - supply and installation of biomass boilers;4) Part 4 - supply and installation of heat pumps.
The subject of Part 1 of the contract is the supply and installation of photovoltaic installation sets in Drelów municipality, including but not limited to: 1) supply and installation of 215 photovoltaic installations with a capacity of min. 3.1 kW, in 215 indicated locations;2) installation made on the basis of photovoltaic modules monocrystalline panels of min. 380 W;3) inverters installed under the contract must have about 1 kW of reserve power, allowing for additional 1 kW;4) installation of support structures for photovoltaic modules;5) installation of photovoltaic panels on the structure;6) installation of solar wiring between the modules and inverter;7) implementation of the main installation for connecting the inverter to the main switchboard of the building;8) installation of RDC circuit switchboard;9) installation of the inverter;10) installation of RAC circuit switchboard;14) preparation of abbreviated as-built documentation for each project participant and full as-built documentation for the Ordering Party (certificates, warranties, operating manuals, executive designs, set of electrical measurements, set of documents for the meter change, documentation received from the Ordering Party with corrections in red);15) connection to the grid of PGE Dystrybucja S.15) connecting to the grid of PGE Dystrybucja S.A. along with preparation of a set of documents and notification of installation;16) training of users on the proper use of the installations;17) preparation of service manuals containing necessary information on how to proceed in the event of unexpected errors in the installation;18) programming and start-up of the installation;19) filling of possible defects in walls, ceilings, sealing of roof coverings after the passage of cables;20) other elements included in Annex 8a to the SWZ (design documentation) and specimen agreement constituting Annex 7a to the SWZ).The Contracting Authority requires that the execution of the installation in one location does not take longer than 3 consecutive working days.3.During the warranty period, the Contractor shall be obliged to perform all maintenance activities required by suppliers of the installed equipment (servicing, inspections, etc.) in order to maintain the manufacturer's warranty.4The Contractor shall grant a warranty and guarantee for the performed works for a period not shorter than 3 years and not longer than 5 years from the date of signing by the Ordering Party and the Contractor of the final acceptance protocol (the guarantee period constitutes one of the bid evaluation criteria described in Chapter XVIII of the SWZ).5 The order shall be performed, among others, in accordance with the technical documentation constituting Annex 8a to the SWZ.6 The devices, fittings and fixtures installed in the course of the order execution shall be brand new, compliant with the parameters specified in the technical documentation.7The performance of the subject matter of the contract shall be based on the applicable provisions, in particular of the Act of 7 July 1994 - Construction Law (Journal of Laws of 2020, item 1333, as amended), as well as executive regulations, by a Contractor having adequate experience, performance potential and personnel with appropriate experience and qualifications.8Materials used by the Contractor should meet, in terms of quality, the requirements for products allowed for marketing and use in the construction industry, as specified in Article 10 of the Act of 7 July 1994 Construction Law.9. 1. The subject of part 2 of the contract is the supply and installation of sets of solar power systems in the municipality of Drelów, including among others:1) two-colector/200 dm3 installation, 132 sets - installation for 132 locations;2) three-colector/300 dm3 installation, 36 sets - installation for 36 locations;3) four-colector/400 dm3 installation, 13 sets - installation for 13 locations;4) performing the installation of a solar storage tank;5) installation of a glycol system;6) installation of a pumping and control unit;7) installation of a connection between the solar storage tank and the existing cold water and domestic hot water systems, including the necessary control and protective fittings, stop valves and regulating fittings;8) performing tests, research and commissioning of the solar system;9) training the users of the solar system;10) delivery and installation, based on the technical documentation constituting Appendix No. 8b to SWZ, of sets of flat solar collectors for the purpose of domestic hot water preparation;11) other elements included in Appendix No. 8b to SWZ (design documentation) and the agreement specimen constituting Appendix No. 7b to SWZ.The Contracting Authority hereby informs that the solar monitoring system described in chapter 7 of the executive construction design is not included in the scope of the subject contract. The Contracting Authority requires that the installed system will enable future connection to such a system.2. The Contracting Authority requires that the installation within one location does not take longer than 3 consecutive working days.3. During the warranty period, the Contractor is obliged to perform all maintenance activities required by suppliers of the installed equipment (servicing, inspection, etc.) in order to maintain the manufacturer's warranty.4.The Contractor shall provide warranty and guarantee for the performed works for the period not shorter than 3 years and not longer than 5 years from the date of signing by the Ordering Party and the Contractor of the final acceptance protocol (warranty period constitutes one of the bid evaluation criteria described in Chapter XVIII of the SWZ).5 The order shall be performed, among others, in accordance with the technical documentation constituting Annex 8b to the SWZ.6The equipment, fittings and fixtures installed during the performance of the contract shall be brand new, compliant with the parameters specified in the technical documentation.7 The subject matter of the contract shall be performed based on applicable regulations, in particular the Act of 7 July 1994 Construction Law (Journal of Laws of 2020, item 1333, as amended) along with implementing regulations, by a Contractor having adequate experience, workmanship potential and personnel with appropriate experience and qualifications.8Materials used by the Contractor should meet, in terms of quality, the requirements for products allowed for marketing and use in the construction industry, as specified in Article 10 of the Act of 7 July 1994 Construction Law.9. 1. The subject of part 3 of the contract is the supply and installation of biomass boilers in the municipality of Drelów, including among others:1) supply and installation of 18 biomass boilers of 15 kW capacity, installation for 18 locations;2) supply and installation of 33 biomass boilers of 20 kW capacity, installation for 33 locations;3) supply and installation of 13 biomass boilers of 25 kW capacity, installation for 13 locations;4) dismantling of the old boiler and installation components to be replaced (handing over to the owner);5) installation of the boiler, fittings and appliances, thermal insulation of pipelines as per technical documentation, valid legal, construction and technical conditions;6) installation of a control system;7) installation of a flue pipe with a cleanout and connection of the boiler to the existing chimney flue;8) connection of the boiler to the existing central heating, heating and air conditioning systemo., heating, water, 9) flushing, pressure testing of the system, filling, de-aeration and start-up of the system;10) providing instructions and training to the user concerning the correct and safe operation of the system and its maintenance;11) filling and sealing of pipe penetrations;12) start-up and participation in the technical inspection of the system 13) prior to the installation of the boiler, it is advisable to determine the installation conditions in the location indicated, including the location of the pelt tank and other relevant parameters of the installation;14) submission to the Contracting Authority of a protocol of boiler room acceptance, training and submission of documentation confirmed by the user;15) other elements included in Annex No. 8c to SWZ (design documentation) and the contract template constituting Annex No. 7c to SWZ.2During the warranty period, the Contractor is obliged to perform all maintenance activities required by suppliers of the installed equipment (servicing, inspections, etc.) in order to maintain the manufacturer's warranty.4The Contractor shall grant a warranty and guarantee for the performed works for a period not shorter than 3 years and not longer than 5 years from the date of signing by the Ordering Party and the Contractor of the final acceptance protocol (the guarantee period constitutes one of the bid evaluation criteria described in Chapter XVIII of the SWZ).5 The order shall be performed, among others, in accordance with the technical documentation constituting appendix/appendix no. 8c to the SWZ.6 The devices, fittings and fixtures installed in the course of the order execution shall be brand new, complying with the parameters specified in the technical documentation.7.The performance of the subject matter of the contract shall be based on the applicable provisions, in particular of the Act of 7 July 1994 - Construction Law (Journal of Laws of 2020, item 1333, as amended), together with executive regulations, by a Contractor having adequate experience, workmanship potential and personnel with adequate experience and qualifications.8Materials used by the Contractor should meet, in terms of quality, the requirements for products allowed for marketing and use in the construction industry, as specified in Article 10 of the Act of 7 July 1994 Construction Law.9. The subject of the part no. 4 is the delivery and installation of heat pumps in the area of Drelów commune, including among others: 1) delivery and installation of 9 pieces of heat pump installation (air-to-water) for preparation of domestic hot water with tanks of min. 2) installation of fittings, a pumping set, a diaphragm vessel and other elements according to a process diagram;3) installation of a control system;4) flushing and pressure testing of the system;5) filling and sealing of pipe penetrations, construction of cold water, hot water, central heating and electrical pipelines necessary for the connection to the designed system 6) commissioning of the system;7) training of the users on the rules of proper operation of the installed domestic hot water heat pumps, including preparation of detailed operating manuals and handing them over to the users;8) other elements included in appendix no. 8d to SWZ (technical documentation) and contract template constituting appendix no. 7d to SWZ.2During the warranty period, the Contractor is obliged to perform all maintenance activities required by suppliers of the installed equipment (servicing, inspections, etc.) in order to maintain the manufacturer's warranty.4The Contractor shall provide a warranty and guarantee for the performed works for a period not shorter than 3 years and not longer than 5 years from the date of signing by the Ordering Party and the Contractor of the final acceptance protocol (warranty period constitutes one of the bid evaluation criteria described in Chapter XVIII of the SWZ).5 The order shall be performed, among others, in accordance with the technical documentation constituting appendix/appendices no. 8d to the SWZ.6 The devices, fittings and fixtures installed in the course of the order execution shall be brand new, compliant with the parameters specified in the technical documentation.7.The performance of the subject matter of the contract shall be based on the applicable provisions, in particular of the Act of 7 July 1994 - Construction Law (Journal of Laws of 2020, item 1333, as amended), together with executive regulations, by the Contractor having adequate experience, workmanship potential and personnel with adequate experience and qualifications.8Materials used by the Contractor should meet, in terms of quality, the requirements for products allowed for circulation and use in the construction industry, as specified in art. 10 of the act of 7 July 1994 Construction Law.9.
