Description

The subject matter of the order is "Construction and implementation of the e-Atests System" within the project entitled "E-ATESTY launching an e-service through a dedicated mobile application supported by an interoperable IT platform" co-financed from the ERDF funds under the POPC for 2014-2020, Priority Axis no. 2 "E-government and open government" Measure no. 2.4 "Creation of services and applications using e-services and public sector information".The designed eATESTY System includes the following components made available to the public: 1. Mobile Application for Consumers 2. Web Portal for Entrepreneurs and Consumers And components supporting the eATESTY System: 1. Administrator Panel 2. Content Management System (CMS - content management system for the Web Portal and Mobile Application).
The subject matter of the contract shall include: 1) development of a detailed technical design of the System and its implementation; 2) system graphic design; 3) construction and delivery of the eATESTY System; 4) delivery of dedicated software, source codes and copyrights; 5) delivery of standard software, with appropriate licenses; 6) implementation of the eATESTY System; 7) data migration; 8) publication of the Mobile Application on the market 8. publication of the Mobile Application in the Google Play Store and Apple App Store markets.9. delivery of documentation of the supplied components.10. preparation of recommendations in the area of technical specifications of the subject matter of the contract, i.e. server hardware - in order for the Contracting Authority to conduct a procurement procedure in a separate proceeding. The recommendations will indicate the minimum technical and performance parameters necessary for the proper and efficient operation of the eATESTY System. If the Ordering Party chooses to operate the system on cloud infrastructure, the recommendations will indicate the minimum parameters of the cloud infrastructure and software running on it that are necessary for the correct and efficient operation of the eATESTY System. The scope of recommendations will be determined in detail at the stage of implementation of the eATESTY System11. 12. Technical assistance for the eATESTY System of 40 man-hours. Providing a guarantee for the implemented system and providing services within the scope of the guarantee: a. Warranty period minimum 12 months from the end of implementation (final acceptance of the System) b. In each case where it is possible, the Contractor will provide service/warranty care remotely.c. Warranty services provided under the SLA specified in the Agreement14. Providing new versions of the System during the warranty period together with their installation and configuration in order to ensure compliance with Regulations of the attestation process of NIZP PZH-PIB and current legal status.15. Updating documentation resulting from updates of System components.16. Development services during the warranty period in the amount of 3000 man-hours and the rate per man-hour after exceeding the pool of hours available under the contract (an order covered by the right of option). A detailed description of the subject matter of the contract has been specified in Chapter III of the SWZ Description of the Subject Matter of the Contract (OPZ) and in Chapter IV of the SWZ Draft Provisions of the Contract (PPU).
