Description

The customer intends to conclude a framework agreement on personnel services and - optionally for the contractor - temporary employment in the IT sector on the basis of an EVB-IT service contract (long version). The subject of this contract are the following types of contract:- a framework agreement for IT services,- a framework agreement for IT work services - only applicable to lots 1 to 7,- a framework agreement on the provision of personnel in the IT sector - optionally for the contractor.The services are divided into 8 lots:- Lot 1: Java developer,- Lot 2: DOMEA developer,- Lot 3: SharePoint developer,- Lot 4: Gupta developer,- Lot 5: SAP developer/consultant,- Lot 6: UI/UX developer/designer,- Lot 7: Angular developer,- Lot 8: Requirements manager.
In order to implement his requirements and to ensure that services are provided on time and in accordance with requirements, the Customer requires additional resources in the area of Java development, i.e. programming services and supporting IT services in the e-government environment and in the area of modernization of specialized procedures:- Adaptation and further development of specialized IT procedures to changing legal, organizational and functional technical requirements, insofar as these relate to programming or database systems,- Creation of new procedures and modernization of existing procedures on the basis of programming or database systems,- Development of new procedures and modernization of existing procedures on the basis of programming or database systems,- Development of new procedures and modernization of existing procedures on the basis of programming or database systems,- Development of new procedures and modernization of existing procedures on the basis of programming or database systems. Knowledge transfer of the development or software architecture activities carried out from the Contractor to the Customer,- Cooperation in agile teams including the responsible assumption of task packages and independent solution of these tasks,- Application of existing architecture concepts and patterns,- Conceptual work and object-oriented data modelling,- Specification, development and testing using Java-based languages (e.g. Java-based programming languages),- Development and testing of software architecture activities from the Contractor to the Customer. documentation and maintenance of the systems and procedures developed on Java-based languages (e.g. Spring Boot or Java/Jakarta EE),- development of additional modules, interface programming as well as connection of specialized procedures. The transfer of knowledge and responsibility to the client is to be guaranteed. For the conversion of his requirements as well as for the protection of the need and timely supply of achievements the client needs additional resources in the area of the DOMEA development.it concerns programming achievements and supporting IT achievements in the DOMEA environment for production introduction, operational optimization, data migration, application configuration, application extension and procedure binding:- Adaptation and advancement of the IT specialized procedure to changing legal, organizational and functional technical requirements, as far as these are based on programming and/or support of the employees responsible for the IT procedure in the area of programming work, database systems, operating system and server services,- support of the project management in projects in the area of the DOMEA development,- elimination of disturbances and errors in the area of the IT procedure,- functional testing and quality assurance within the IT procedure based on programming or database systems,- support of the project management in projects in the area of the DOMEA development This concerns in particular:- conceptual work, process design and data modelling,- configuration and customizing of the document management and process processing system DOMEA of the manufacturer Open Text,- import and export of data into and from the DOMEA system of the manufacturer Open Text from the DOMEA systems,- integration of Kofax with data transfer to DOMEA systems,- integration/connection of specialized procedures,- development in the CMIS environment,- documentation and maintenance of the above-mentioned systems,- specification, development and testing using the frameworks for above-mentioned systems,- development of additional modules, interface programming and data transfer,- administration, application support and support of the procedures operated with DOMEA under Windows, Linux and on relational databases (Oracle, SQL Server).Documentation, program descriptions and/or user manuals must be prepared for all activities performed. In order to implement his requirements and to ensure that services are provided on time and in accordance with his needs, the customer requires additional resources in the area of SharePoint development.These are programming services and supporting IT services in the SharePoint environment:- Configuration of web pages, lists and specific views using SharePoint,- Development of Web Parts and SharePoint solutions as an extension to existing functionalities,- New development of SharePoint solutions based on SharePoint 2016 and 2019,- Development of SharePoint client applications,- Support for the migration of the deployed SharePoint systems from version 2013 to 2019 to upcoming SharePoint systems On Premises or SharePoint Online,- Development of interfaces and their connection from and to the deployed SharePoint systems from version 2013,- Support for the project management in projects in the area of SharePoint development.Documentation, program descriptions and/or user manuals must be created for all activities carried out. The transfer of knowledge and responsibility to the client must be ensured. In order to implement his requirements regarding UI/UX specifications, especially the legal requirements for accessibility, as well as to ensure that services are provided on time and in accordance with the requirements, the Customer requires additional resources in the area of UI/UX development and UI/UX design, i.e. services regarding UI/UX development and UI/UX design in the e-government environment as well as in the area of modernization of specialized processes.The services to be provided are divided into 2 roles:Role "UI/UX Developer"- Implementation of UI/UX project requirements for procedures based on CSS and used preprocessors such as SCSS,- Adaptation and further development of software interfaces of IT specialized procedures to changing legal, organizational and functional technical requirements,- Design of interface designs (mockups and prototypes) for software development projects,- Design of software interfaces under consideration of usability / user experience best practices (UI/UX),- Support of the employees responsible for the IT procedures in the area of programming work,- Support of the project management in projects in the area of UI/UX development,- Elimination of faults and errors in the area of the IT specialist procedures,- Functional testing and quality assurance within the IT specialist procedures based on CSS,- Cooperation in agile teams including responsible assumption of task packages and independent solution of these tasks.Documentation, program descriptions and/or user manuals must be created for all activities performed. In order to implement his requirements and to ensure the timely provision of services in line with requirements, the Customer requires additional resources in the area of Angular Development, i.e. programming services and supporting IT services in the e-government environment as well as in the area of modernization of specialized procedures:- Adaptation and further development of specialized IT procedures to changing legal, organizational and functional technical requirements, insofar as these relate to programming or database systems,- Creation of new procedures and modernization of existing procedures based on programming or database systems,- Development of new procedures and modernization of existing procedures based on programming or database systems. database systems,- support of the employees responsible for the IT procedures in the area of programming work,- support of the project management in projects in the area of angular development,- adaptation and further development of externally implemented IT procedures based on programming and database systems,- elimination of malfunctions and errors in the area of specialist IT procedures,- functional testing and quality assurance within the specialist IT procedures on an angular basis,- knowledge transfer of the development or software architecture activities carried out from the contractor to the customer,- cooperation in agile teams, including responsible acceptance of task packages and independent solution of these tasks.In particular this concerns:- Application of existing architecture concepts and patterns,- Conceptual work,- Specification, development, testing using solutions developed with Angular,- Use of necessary and dependent technologies such as Javascript, Nidejs (npm), CSS / SCSS and use and testing tools such as Karma, Protactor and Jasmine,- Documentation and maintenance of systems and procedures developed with Angular,- Development of additional modules, interface programming with REST and SOAP as well as connection of specialized procedures.Documentation, program descriptions and/or user manuals must be prepared for all activities performed. The transfer of knowledge and responsibility to the client must be ensured. In order to define and specify his requirements and to ensure that services are provided on time and in accordance with his needs, the client requires additional resources in the area of requirements management.These are services concerning requirements management in the e-government environment as well as in the field of modernisation of technical processes:- Survey and analysis of technical and non-technical requirements under the given framework conditions and specifications of the project/company,- Survey and analysis of technical and non-technical requirements for new IT processes or modernisation projects,- Documentation of the surveyed processes on the basis of the project specifications (Confluence, TFS/Azure DevOps, Jira, Word, Excel and others). a.),- validation and administration of requirements based on the project specifications (Confluence, TFS/Azure DevOps, Jira, Word, Excel, etc.),- introduction of new and established procedures and best practices of requirements management,- support of the project management in projects in the area of requirements management,- documentation, program descriptions and/or user manuals are to be created for all activities performed.
