Description

Procurement of a software system with associated development and runtime environment for the establishment of a mobile forest administration for the Landesforst M-V - Anstalt des öffentlichen Rechts (State Forest of M-V - Institution under Public Law).
The client intends to procure a software system with associated development and runtime environment that will help to drive forward the creation of a mobile forest administration.This should make it as easy as possible to provide specialist applications to the users of mobile devices. These are to be used in the forest on the basis of digital map information with the aid of mobile "GIS functions" and outsourced specialist data. The GIS functions used in the specialized applications and functionalities for integrating specialized data must be provided by the development and runtime environment.Within the scope of the call for tenders, the first two of these specialized applications are also to be developed and provided on the basis of the development and runtime environment. This involves the availability of specific forest information from the economic book, among other things, in the form of a forest info app and the provision of a specialized procedure for the immediate recording of damaged areas (eWSM). The collection, processing and evaluation of data on site is intended to reduce duplication of data entry (paper/EDP) and improve information availability.The software system to be procured must therefore consist of at least the components development and runtime environment, WaldInfo-App and eWSM-App.This pursues the following goals:- Ensuring an up-to-date software working environment in accordance with the state of the art- Realization of existing specialist requirements- Creation of work facilitation after a familiarization phase- Perspective consolidation of the software products used- Enabling economical operation- Configuration and provision of the overall system- Receipt of support services, training, support and service on the basis of an EVB-IT system contract.This includes the following scope of delivery and services in short form:- Creation of the detailed specification based on the service description and the specialist workshops- Provision of fully functional software on a contemporary technical platform- Creation of the specialist applications WaldInfo-App and eWSM-App including documentation for developers, users, support staff and administrators- Migration services for integrating the new system into the existing IT landscape (including documentation, tests and supporting evaluations)- Implementation of separate training courses for the user groups key users (including specialist support staff and administrators) and end users including the creation of training documents. Creation of training documentation- Establishment of operational readiness of the development and runtime environment and the developed apps- Delivery of the development and runtime environment and the developed apps- Creation of an implementation concept, operating concept, and rights and roles concept for the overall system, taking into account the developed apps- Maintenance, servicing, and support services during the entire contract term- Making available the source code of the developed specialist applications in accordance with the EVB-IT system contract during the entire contract term- Provision of all program statuses during the entire contract term, together with the respective change logs and the necessary installation instructions, by download or on a data carrier
