Description
Procurement Common Data Environment (CDE) for the Road Administration Baden-Württemberg.
In addition to its function as the supreme road construction authority, the Ministry of Transport BW (VM) acts as the state-wide technical center of the road construction administration for research, development, information and central projects in road construction and traffic engineering.As part of digitization at the Baden-Württemberg road construction administration, planning and construction processes are to be digitized, among other things. A key component of this is the introduction of the BIM methodology. This requires a state-wide project planning platform (CDE - Common Data Environment). Currently, this is being tendered on a decentralized basis as required for specific projects in the regional councils. In this context, the VM intends to provide a CDE solution centrally for all projects. A CDE project platform with a storage structure for 3D, 4D and 5D models, schedules and cost plans as well as all other relevant project documents is to be offered. It must be ensured that all documents with the latest index are available as inventory documentation for all phases from the start to the end of the project.Furthermore, it must be possible to introduce all documents with their history as evidence in the proceedings in the event of a legal dispute.The plan management must ensure that the approval and release processes with time specifications and index / versioning run continuously and automatically.The users of the project platform must be sufficiently trained to be able to use the project platform. Users are employees of the client (AG) or third parties who receive online training or on-site training (service locations of the AG) by the contractor.The following goals are pursued:- Central data pool (single source of truth)- Fast and simple Internet-based access (via web browser)- Mapping of different roles and views- Mapping of digital workflows (can be set up flexibly)- Versioning, reversioning and data security in the sense of an extensive backup system and access documentation- Performance, in the sense of up-to-date storage options and speed- Usability, in the sense of a user-friendly and intuitive design- Cost-effectiveness, in the sense of an adaptable modular system at the start as well as during the course of the project and correspondingly transparent costs- Sustainability, in the sense of long-term processability of the data beyond the end of the project- Processing of different data formatsThe minimum requirements for the project platform in this award procedure are at the same time also the exclusion criteria during the tendering competition (see 03_22-06-08_Annex 1_Specification of services CDE project platform.docx chapter 2.1.1 Minimum Criteria (Exclusion Criteria)).There is a two-stage negotiated procedure with a tender competition. During the first stage, the bidder must answer the questions related to suitability.2.2. bidding stageOn this basis, the three best applicants are selected for the next stage, bidding and negotiation stage. The second stage is also a pilot stage, as a test environment/project room is set up here on the part of the bidder on the CDE for the AWF plan approval and visualization. The bidder enters sample data from a real project in this project room. The task and the sample data are made available to the bidders/participants via message in the AI Award Manager.The test environment includes the following services:Pilot phase:o Setup of users (4 accesses)o Setup of two sample workflows for plan release and visualizationo Adoption of the sample data of a pilot project of the AGo Support for users of the pilot environmentThe AG and his consultants can use the system with the sample data for 2 weeks. The quality criteria (see chapter 2.2.1) are tested and evaluated by the AG. This is followed by a joint meeting to present the system and clarify open questions.Presentation of the system by bidderso General presentation of the software and functions (30 min)o Presentation of the software based on the example project (30 min)o Questions about the software/functionality, in particular with regard to the qualitative evaluation criteria (1 h)The overall evaluation of the system is based on the following distribution of points: 30 % price70 % qualityThe bidders can achieve a maximum of 200 points. The quality criteria will be evaluated by the AG during the 2-week pilot phase. If criteria are not finally evaluated during the pilot phase, the date for the presentation of the system will be used for this purpose and evaluated. Bidders who drop out of the award procedure in the bidding phase and do not receive the award will be compensated with a bonus of € 5,000 (gross). The bidders have the opportunity to finally adjust their prices in the final bidding round - best and final offer. The pilot phase is compensated.Presentations must be submitted electronically seven calendar days before the negotiation talks. The dates for the negotiation meetings and submission of the presentations will be announced during the bidding phase.
