Description

(1) The material scope includes the implementation of necessary tasks contributing to the development of electronic systems of communication with residents and systems supporting the functioning of public administration in the Municipality of Zbąszyń (Wielkopolskie Voivodeship). (2) The subject of the order is the introduction of advanced public e-services of high maturity, allowing residents and business entities to comprehensively handle official matters. The project envisages the implementation of new public e-services and IT solutions in the field of decision-making and management support (such as: Public Procurement Platform, Electronic Document Circulation, Electronic Citizen Service Office, Public Information Bulletin), compatible with the implemented domain systems in the Municipal Office in Zbąszyń. 3 Integration of the currently used software with the new systems planned for implementation under the Project will be carried out, as well as migration and configuration of the system to the new version of the database necessary for the implementation of the e-Services system. Training will be conducted for employees who will use the new e-Services systems. The entire solution will constitute an Integrated System for the Provision of e-Services (hereinafter referred to as ZSŚeU). 4 The planned implementation activities will be carried out at: 1) Municipal Office in Zbąszyń, Żwirki 1 Street, 64-360 Zbąszyń, 2) Social Assistance Center, Garczyńskich 5 Street, 64-360 Zbąszyń 3) Municipal Services Facility, Topolowa 31 Street, 64-360 Zbąszyń, 4) Shared Services Center, Żwirki 1 Street, 64-360 Zbąszyń, 5) Zbąszyński Cultural Center, Powstańców Wielkopolskich 12 Street, 64-360 Zbąszyń. 5 The subject matter of the order has been divided into 2 Parts, described in sections II.2.4 of the announcement. The detailed description of the subject matter of the order (SOPZ) constitutes Attachment No. 12.1 and 12.2 to the SWZ, respectively. 6 Equivalent solutions: 1) if the description of the subject matter of the contract includes reference to standards, technical evaluations, technical specifications and technical reference systems referred to in Article 101 par. 1 item 2 and par. 3 of the PPL Act or in Article 99 par. 4 of the PPL Act, the Contracting Authority shall allow equivalent solutions, i.e. solutions which will guarantee execution of the subject matter of the contract in compliance with the provisions of the description of the subject matter of the contract and ensure achievement of technical parameters not worse than those assumed. If the Contractor intends to use equivalent solutions, he shall be obliged to indicate such solutions and prove by means of the evidence in question, as indicated in the SWZ, in a manner allowing the Contracting Authority to unequivocally determine that the proposed solutions to an equivalent degree meet the requirements specified in the description of the subject of the contract. The burden of proving equivalence rests with the Contractor. 2) If the description of the subject matter of the contract includes reference to specific labels (e.g. CE marking) referred to in Article 104 (1) of the PPL Act, the Contracting Authority shall accept all labels confirming that the supplies or services in question meet the equivalent requirements of the label specified by the Contracting Authority. 3) In the event that the Contractor, for reasons beyond his control, cannot obtain the label specified by the Contracting Authority or an equivalent label, the Contracting Authority shall accept other appropriate subject matter evidence, in particular the manufacturer's technical documentation, provided that the Contractor in question proves that the supplies or services to be provided by him meet the requirements of the specified label, 4) Detailed information in this respect is contained in Chapter III of the SWZ and SOPZ.
(1) The subject of the order is the supply of computer equipment, multifunctional devices and operating and office software (including: desktop PCs with monitors and laptops with operating system installed, office software, color multifunctional devices: copier, printer, scanner, A3 format). (2) The detailed scope of the contract is described in Annex No. 12.1 to the SWZ - Detailed Description of the Subject of the Order (SOPZ). (3) The Contracting Authority informs that Contractors may conduct a site visit at the place of execution of the contract. At the same time, the Contracting Authority informs that it does not require the Contractor to conduct a site visit or to inspect the documents necessary for the execution of the contract, as referred to in Article 131(2) of the PPL Act. (4) The Contracting Authority shall require the submission with the bid of the said means of proof: 1) technical specifications of the offered equipment, 2) documents confirming compliance of the offered supplies with the requirements of the Contracting Authority contained in the SOPZ, 3) in the situation described in section II.1.4 item 6 of the announcement, the Contractor is obliged to submit the subject means of proof indicated in the SWZ confirming equivalence of the offered solutions, 4) detailed information on the required subject means of proof is contained in Chapter III item 9 of the SWZ. (5) Pursuant to Article 107(2) of the PPL Act, if the Contractor fails to submit the subject evidence referred to in item 4 above, or if the submitted subject evidence is incomplete, the Contracting Authority shall call for its submission or supplementation within the prescribed time limit, subject to Article 107(3) of the PPL Act. (6) The Contracting Authority does not provide for the requirements referred to in Article 94 of the PPL Act. (7) The Contracting Authority does not anticipate the employment requirements referred to in Articles 95 and 96(2)(2) of the PPL. (7) The Contracting Authority does not anticipate the procurement referred to in Article 214 (1) (8) of the PPL Act. 1 The subject matter of the contract is: 1) implementation of new e-services and domain systems in order to create an Integrated System for the Provision of e-Services (ZSŚeU), enabling cooperation between ICT systems used by the Contracting Authority and subordinate organizational units (including the document circulation system in the City Hall and 3 organizational units, domain systems), integration of currently used software with new systems and data migration, 2) delivery and installation of new IT equipment (m.including virtualization servers, disk array, UPS, NAS disk array, printer with data terminal) and supply and installation of software for servers necessary for the operation of field systems, databases, virtual platform and functional modules owned by the Employer or implemented under the Project, 3) training of Employer's employees in the digital competence of implemented electronic public services within the framework of the ZSŚeU. (2) The detailed scope of the contract is described in Annex No. 12.2 to the SWZ (SOPZ). (3) The Contracting Authority informs that the Contractors have the opportunity to conduct a site visit at the place of execution of the contract. At the same time, the Contracting Authority informs that it does not require the Contractor to conduct a site visit or to check the documents necessary for the execution of the contract, as referred to in Article 131(2) of the PPL Act. (4) The Contracting Authority requires the submission of the following means of proof with the bid: 1) samples of the offered software - detailed requirements in this regard are contained in the SWZ - in particular, Annex No. 8 to the SWZ, 2) technical specifications of the offered equipment, 3) documents confirming compliance of the offered supplies with the requirements of the Contracting Authority contained in the SOPZ, 4) in the situation described in section II.1.4 item 4 of the announcement,the Contractor is obliged to submit the subject means of proof indicated in the SWZ confirming equivalence of the offered solutions, 5) detailed information on the required subject means of proof is contained in Chapter III item 9 of the SWZ. (5) Pursuant to Article 107(2) of the PPL Act, if the Contractor fails to submit the subject evidence referred to in item 4 above, or if the submitted subject evidence is incomplete, the Contracting Authority shall call for its submission or supplementation within the prescribed time limit, subject to Article 107(3) of the PPL Act. (6) The Contracting Authority does not provide for the requirements referred to in Article 94 of the PPL Act. (7) The Contracting Authority, in accordance with Article 95 of the PPL Act, requires employment by the Contractor, subcontractor or further subcontractor, on the basis of an employment contract (in accordance with Article 22 § 1 of the Act of June 26, 1974 of the Labor Code), of persons performing the following types of activities related to the execution of the contract: technical support in the framework of the warranty service concerning ZSŚeU. (8) The detailed manner of verification of employment of persons referred to in paragraph 7, the powers of the Contracting Authority to control compliance by the Contractor with the requirements related to the employment of these persons, and sanctions for failure to meet these requirements, are contained in the model contract. (9) The Contracting Authority does not provide for the employment requirements referred to in Article 96(2)(2) of the PPL Act. 10. the Contracting Authority provides for contracts referred to in Article 214 (1) (7) of the PPL Act, consisting in the repetition of similar services, the total value of which will not exceed 20% of the estimated value of the subject contract and was taken into account when calculating the value of the basic contract. The scope of the order will be to improve the quality of e-services in the scope of functionalities not provided for in the basic order in terms of dedicated software and hardware, resulting from technological progress and the current needs of citizens for whom e-services will be provided.
