Description

Saxion is looking for a new Learning Management System (LMS). The reason for this tender is the fact that Saxion, due to the expiration of the contract, is obliged to tender Blackboard. Blackboard is the current learning management system (LMS) of Saxion and is therefore the heart of the digital learning environment (DLO).
The contract concerns the delivery, implementation, maintenance and provision of a permanently up to date LMS in the form of a Software as a Service (SaaS) solution, including the associated training, support, advice and integrations. Saxion wanted to purchase this solution (including the related services) from one solid party that has proven itself in the market. The contract therefore includes at least:1. The delivery, set-up and hosting (provision and maintenance) of an LMS, including data storage. In the first instance in the form of a Software as a Service (SaaS) solution (including updates, upgrades, etc.) in accordance with the requirements from the present tender documents, while keeping open the possibility of using the LMS in a form other than SaaS in the event of any future technological developments;2. Offering support for the implementation and the transition from the current to the new LMS, including project management and technical and functional consultancy on the part of suppliers. The Contractor is expected to have knowledge of education, to advise Saxion with regard to the LMS about the educational set-up and to provide best practices for the use and management of the LMS, both during the implementation and after going live;3. Supporting the realization of necessary links and integrations to relevant systems, both during implementation and in the future;4. Providing training for up to 40 core users and functional administrators/key users, both during implementation and in the interim in the event of new releases, updates/upgrades;5. Providing consultancy services;6. If available, providing and/or making available additional software/apps in addition to the LMS. This does not replace the requirement that all functionality, as it logically follows from the tender documents, must in any case be made available in the form of SaaS, unless explicitly stated otherwise in the documents. It is possible that modules and new technologies (which are in line with the defined scope) that do not yet exist or are not yet feasible at the time of Submission will be applied during the term of the contract. Should this situation occur, no additional contract needs to be executed. Any future supplements will be concluded under the conditions and agreement as agreed during this tendering procedure. Statutory obligations and/or changes can also be implemented without substantial modification.
