Operation of accommodation for recipients of benefits under the Asylum Seekers Benefits Act (Asylbewerberleistungsgesetz - AsylblG) and for recognised refugees and homeless persons with a number of 250 places.
The city of Hildesheim has rented a property in Senkingstraße in Hildesheim for several years. The current operator for the city of Hildesheim operates accommodation for benefit recipients according to the Asylbewerberleistungsgesetz (AsylblG) as well as for recognised refugees and homeless persons with a number of 250 places.The city of Hildesheim implements the respective federal regulations as its own matter and must observe the relevant public law regulations under public law, in particular the Lower Saxony law on the reception of foreign refugees and the implementation of an asylum seeker benefits law. The reception, accommodation and distribution of asylum seekers is regulated by the Asylum Procedure Act. The subject of the invitation to tender is the operation of the accommodation rented by the City of Hildesheim in Senkingstraße with the obligation to operate the accommodation for 250 persons including in-house care of the accommodated children and young people of the residents aged 3-6 years.Management, including deputy management, is a critical task within the meaning of § 47 (5) of the Public Procurement Ordinance (VgV), which is to be performed by the contractor himself or by a member of a possibly formed bidding consortium and cannot be transferred to subcontractors. It is a procurement of social services within the meaning of Section 130 (1) GWB. According to § 65 (4) VgV a uniform European self-declaration according to § 48 (3) VgV is therefore not accepted.
