Synopsis: 
This serves as notification to all small businesses there will be an upcoming solicitation for non–personal advisory and assistance services (A&AS), more specifically, scientific, engineering, technical, and administrative (SETA) program support for the Office of the Undersecretary of Defense for Research, Technology and Laboratories (OUSD, RT&L), Director, Small Business and Technology Partnerships (D/SBTP).
The contractor shall provide support in such broad range of capability areas, such as knowledge of the SBIR and STTR Programs, administrative support, an understanding of the congressional and legislative process, program/portfolio management skills, and media/production capabilities support for the Small Business Innovation Research, Small Business Technology Transfer (SBIR/STTR) Program in accordance with the Statement of Work (SOW). 
The North American Industry Classification System (NAICS) code for these services is 541611 (Administrative Management and General Management Consulting Services); the classification code is “R” (Professional, Administrative and Management Support); and the Business Size Standard is $16,500,000.00.
The complete solicitation package and amendments, if any, which includes the SOW, will be made available through the FedBizOpps website at https://www.fbo.gov/.  It is the prospective offeror’s responsibility to monitor the internet site for the release of the solicitation and amendments, if any. Copies will not be issued by the contracting office. Potential offerors will be solely responsible for obtaining their own copy of the solicitation and amendments, if any, from this web site.
This is a full and open competition anticipated to be issued on or about 10/22/2019.
The Government anticipates a total of five (5) years, consisting of one 12-month base period, with four 12-month options.
