Invitation to Bid for the Slope Protection and Soil Erosion Control Works Using Coconet at Sibalom-San Jose RIS NIAR6- COCONET-SSJRIS-CW31-19 1. The National Irrigation Administration Regional Office 6, Iloilo City, through the Coconet Slope Protection in National Irrigation System CY 2019 intends to apply the sum of EIGHTEEN MILLION THREE HUNDRED SIXTY EIGHT THOUSAND SIX HUNDRED THIRTY SIX AND 19/100 PHILIPPINE PESO (Php 18,368,636.19) being the Approved Budget for the Contract (ABC) to payments under the contract for the Slope Protection and Soil Erosion Control Works Using Coconet at Sibalom -San Jose RIS with Contract Reference No. NIAR6-COCONET-SSJRIS-CW31-19. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The National Irrigation Administration, now invites bids for the Slope Protection and Soil Erosion Control Works Using Coconet at Sibalom -San Jose RIS. The Project is located at Sibalom, San Remegio and , Antique. Works to be done consist of Construction of Slope Protection Works using Coconet. Completion of the Works is required within One Hundred Twenty (120) calendar days. 3. Prospective bidders have completed a single contract in the Supply and Installation of Coconet as Slope Protection with a value of at least 50% of the ABC. All prospective bidders should be PhilGEPS registered, should possess a valid Philippine Contractors Accreditation Board (PCAB) License with Registration Particulars with size range of Small B in Dam and/or Irrigation and Flood Control, must have key personnel and the required equipment available for the prosecution of the contract and must not have fifteen (15) percent or more negative slippage in all on-going projects. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instruction to Bidders. 4. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act.” Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines. 5. Interested bidders may obtain further information from the National Irrigation Administration Regional Office 6 BAC Secretariat and inspect the bidding documents at the address below during office hours from Monday to Friday. 6. A complete set of Bidding Documents may be purchased by interested bidders starting November 29, 2018 at the Address below and upon presentation of its PCAB License and payment at the NIA Regional Office 6 Cashier of a non-refundable fee in the amount of Twenty Five Thousand Pesos (Php 25,000.00). Only Bidder’s representative with Special Power of Attorney will be allowed to purchase Bidding Documents. 7. The National Irrigation Administration will hold a Pre-Bid Conference on December 21, 2018, 2:00 p.m. at the NIA Regional Office 6 Conference Room, Tacas, Jaro, Iloilo City which shall be open to all interested parties. Technical personnel of contractors are requested to attend the Pre-Bidding Conference. 8. Bids must be duly received by the BAC Secretariat at the address below on or before January 9, 2019, 2:00 p.m. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18. Bid opening shall be on January 9, 2019, 2:00 p.m. at NIA Regional Office 6 Conference Room, Tacas, Jaro, Iloilo City. Bids will be opened in the presence of the bidders’ representatives who choose to attend. Late bids shall not be accepted. 9. The National Irrigation Administration reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders. 10.
