This Sources Sought/Request for Information (RFI) notice is issued by the Department of the Navy, Naval Sea Systems Command (NAVSEA), on behalf of the DETACHMENT RADIOLOGICAL AFFAIRS SUPPORT OFFICE (NAVSEA DET RASO).
This announcement constitutes a Request for Information (RFI) for the purpose of determining market capability of sources or obtaining information. It does not constitute a Request for Proposals (RFP), a Request for Quote (RFQ) or an indication that the Government will contract for any of the items and/or services discussed in this notice. Any formal solicitation that may subsequently be issued will be announced separately through Federal Business Opportunities (FedBizOpps). Information on the specific topics of interest is provided in the following sections of this announcement. NAVSEA is not responsible for any cost incurred by responders in furnishing this information.
The Navy is conducting market research in accordance with FAR Part 10 to determine whether two or more business sources possess the requisite capabilities to successfully install one (1) shielded X-Ray exposure room, one (1) Lorad Model SPX-160 X-ray machine and control panel, and provide all associated safety equipment.

In addition, the announcement requests industry comments on how the Government can satisfy its needs, alternative approaches, technology availability and risk, the identification of cost drivers, and suggestions on ways to enhance or sustain competition.
This RFI is for planning purposes only and shall not be construed as an invitation for bid, request for quotation, request for proposal, or an obligation on the part of the Government to acquire any products or services. Responses to this RFI will be treated as information only and part of market research and will not be shared outside of the Government. When/if the Government issues a Request for Proposal (RFP), interested contractors will be expected to thoroughly address the RFP requirements regardless of the circumstances surrounding this RFI.
The objective of this source sought/RFI is to help the Government determine the technical capability and qualifications of companies in meeting the Government's requirements for the X-ray shielded facility, in accordance with the applicable portions of NAVSEA S0420-AA-RAD-010 REVISION 2A sections 2.24.2, 2.24.5, and 11.6.1, as follows:
2.24.2 Radiation Levels Adjacent to Facilities
Facilities shall be designed and constructed so that personnel in unrestricted areas shall not be exposed to more than 2 mrem/hr (0.02 mSv/hr) at 30 cm and shall not receive more than 100 mrem (1 mSv) in one year unless authorized by COMNAVSEASYSCOM.
Output capability: kVp = 160, mA = 5
Primary beam at Max kVp and mA in Rem/hr @ 1 meter = 3,600
Max tube head leakage (non primary beam) 2 Rem/hr @ 1 meter
X-ray machine be a Lorad SPX - 160 series machine.
X-ray machine tube head be installed in a manner as to allow for mobility within the exposure room as well as capability of removal from the shielded facility.
2.24.5 Information Required for Design Plan Review
1. The following information shall be made available
a. Type and thickness of construction materials in the walls (including windows), floor, and ceiling.
b. Dimensions of the room in which the source is to be used. Include floor size, height from finished floor to ceiling and roof, distances to finished floors above and below the source usage room, etc.
c. Location and function of facility safety systems such as interlocks, warning lights and alarms, and access controls to radiation and high radiation areas.
d. Detailed drawings of penetrations through walls, ceiling, floor, or doors of shielded rooms.
e. Completed architectural drawings of the proposed facility (at 100 percent design stage).
f. Plans or design requirements that show or describe the installation shielding materials. This should include joints between sheets and panels, joints at bends (i.e., corners), door jambs, lintels, thresholds (astragal), door latches and knobs, shield penetrations, and how the shielding material
11.6.1 Physical Requirements for a Shielded Facility:
1. Prior to constructing a new shielded facility or modifying an existing shielded facility, a facility design shall be submitted to NAVSEADET RASO for evaluation and approval per Section 2.24.
2. All shielded facility designs shall include the information required by Section 2.24.5 and meet the requirements of Section 11.6.1.3 below.
3. A shielded facility shall meet the following requirements:
a. The shielded facility shall be a permanent structure that houses the x-ray tube head and all objects to be irradiated.
b. The radiation levels at one foot from any accessible surface outside the facility shall not exceed 2 mrem/hr at the maximum allowed kVp and mA setting for each x-ray system used in the shielded facility.
c. The radiation level at one foot shall be determined during initial evaluation, re-evaluation, and during all periodic facility radiation surveys.
d. The four bulkheads, deck, and overhead of the exposure room shall be classified as either a primary barrier or a secondary barrier.
(1) Barriers that will have the primary x-ray beam directed towards it shall be classified as a primary barrier.
(2) Barriers that will only see scattered or leakage radiation shall be classified as a secondary barrier.
(3) Under no circumstances shall the primary x-ray beam be directed at a secondary barrier.
e. Radiation surveys shall be conducted with the x-ray machine at the maximum allowed kVp and mA settings and the unattenuated primary x-ray beam directed at each primary barrier in turn at a target to barrier distance (TBD) of 36 inches.
f. Each barrier shall be thoroughly surveyed to verify that there is sufficient shielding to ensure radiation levels are below the required values in Section 11.6.1.3.b above. This may require relocating the tube head to make sure the entire primary barrier is exposed to the primary x-ray beam.
g. If design restrictions preclude a TBD of 36 inches, the closest possible distance to 36 inches shall be used for the primary barriers.
h. The entrance to the exposure room shall have a light outside, which is illuminated simultaneously with x-ray production. The exposure room will have only one primary entrance which will be a shielded sliding door with handles on both the inside and outside.
i. The warning light shall be integrated into the interlock system such that it is illuminated simultaneously with x-ray production.
j. The warning lights shall be an illuminated sign reading "X-RAY ON" or a flashing or rotating light with a sign or label indicating "X-RAY ON WHEN LIT."
k. The warning lights shall automatically deactivate upon the termination of x-ray production.
l. The entrance (sliding door) to the exposure room shall be posted with a sign containing the conventional radiation symbol and the words "Caution - Entering Radiation Exposure Room" on a yellow background.
m. The entrance providing access to the exposure room shall have a TSG model #503003 CDRH rated fail-safe interlock installed. The exposure room shall also have an access panel or means to run the X-ray machine control and power cables through the wall.
n. The shielded facility shall use a TSG model #503003 CDRH rated fail-safe interlock that discontinues the supply of electricity to the x-ray machine high voltage circuit when the entrance or panel is opened.
o. The interior of the exposure room shall be posted on each bulkhead with signs containing the conventional radiation symbol and the words "Grave Danger - Very High Radiation Area" on a yellow background.
p. Grave Danger - Very High radiation area postings will also contain a statement specifying when the radiation is present. (For example, Grave Danger - Very High Radiation Area when Light is Flashing.)
q. Inside the exposure room, each barrier (bulkheads, deck, and overhead) shall be clearly labeled with their classification as either a "Primary Barrier" or a "Secondary Barrier."
r. Inside the exposure room, any barrier classified as a secondary barrier shall also be labeled with the words "Do Not Irradiate with Primary Beam."
Additionally, the exposure room access door must be easily opened from the inside to allow for immediate egress without delay to include under conditions with no power.
Due to the nature of this requirement, the prospective offeror(s) will need to demonstrate the required level of technical expertise, as well as the ability to fulfill the requirements described in this notice.
Interested parties are requested to respond with a capability statement to include the following:
1. A presentation of your organization's relevant knowledge, skills, and abilities particularly regarding X-ray shielded facilities.
2. An understanding of the challenges and key considerations in selecting an X-ray shielded facility.
3. Past performance on projects of a similar technology, domain, and/or scope.
