SNCF Réseau, in a consortium with Novawood, is launching this call for applications under a procedure involving negotiation with companies specialising in the treatment and recycling of industrial wood, and with expertise in sleeper preparation, in order to select, after a competitive tendering process, the candidate offering the best opportunity for collaboration in the storage and preparation of the sleepers to be introduced into the Novawood power station.Candidates admitted to tender will be selected on the basis of the minimum capacity requirements set out in this notice, so this is a call for applications (no tendering at this stage).
The services to be provided by the Service Provider will involve the Service Provider investing in a sleeper storage and preparation platform to be built on land to be loaned to it by Novawood on the terms specified (see CDC) The services to be provided by the Service Provider to SNCF Réseau and Novawood will involve the storage and preparation of sleepers for introduction into the Novawood power station and will include:I) maintaining a sleeper preparation capacity as specified in 2.2.2, allowing in particular the preparation of at least 50 kt of sleepers per year;II) unloading the sleepers;III) maintaining a storage capacity of 10 kt of sleepers;IV) preparing (crushing, screening and de-ironing) the sleepers;V) transfer of the ties to the Novawood power plant feed line;VI) all formalities related to the reception, preparation and transfer for disposal of creosote-treated wood (hazardous waste);VII) provision of traceability data in a format defined by Novawood and SNCF Réseau.
