CALL FOR TENDERS BASED ON PRICE ONLY

The Sousministériat des services à l'organisation (SMSO) of the Ministère de la Justice, hereinafter referred to as the "Ministère", through its Direction générale de la coordination des investissements et des solutions d'affaires, is issuing a call for tenders for specialized resources to support its team in the continuity of the Ministère's mission systems, as well as the implementation of the Ministère's various projects.

To achieve these objectives, the Ministry is issuing this call for tenders to cover requirements for the next three (3) years. This call for tenders comprises two (2) components. For each component, a contract will be awarded to the service provider who obtains the lowest price based on the needs and requirements expressed in this call for tenders. Service providers may bid on one or two components. The Ministry therefore wishes to retain a maximum of two (2) service providers.

RECEIPT AND OPENING OF BIDS

Tenders for this call for tenders must be submitted before 11:00 a.m., local time, on January 13, 2025 to the attention of Christine Pelletier at the following address

Office hours are 7:30 a.m. to 12 p.m. and 1 p.m. to 3:30 p.m., Monday to Friday.

Electronic bids may only be submitted via the Government of Quebec's electronic tendering system (SEAO), at the following address: www.seao.ca.

Once the deadline for receipt of bids has expired, bids will be publicly opened at the following location:

RECEIPT OF ELECTRONIC BIDS

Service providers must submit their bids within the timeframe specified in the tender documents.

In the case of an electronically transmitted bid, the bid must be submitted (encrypted, transmitted, time-stamped and saved on the SEAO servers) before the date and time set for receipt of bids.

The Minister cannot be held responsible for Internet traffic for the electronic transmission of bids. It is the bidder's responsibility to allow additional time for transmission.

DEADLINE FOR RECEIPT OF COMPLAINTS

December 27, 2024 is the deadline for filing a complaint.

SERVICE PROVIDERS ELIGIBLE TO BID

Only service providers with the required qualifications, with an establishment in Quebec or in one of the territories covered by the applicable agreements, and who have obtained the tender documents distributed by the Electronic Tendering System (SEAO), are eligible to submit a bid.

The contracts covered by this call for tenders are subject to the Quebec-Ontario Trade and Cooperation Agreement (QOTCA), the World Trade Organization Agreement on Government Procurement (WTO-AGP), the Canadian Free Trade Agreement (CFTA) and the Canada-European Union Comprehensive Economic and Trade Agreement (CETA).

The Department of Justice makes no commitment to accept any of the bids received, even those offering the lowest price.
