Description

The Châteaubriant-Derval Community of Communes, resulting from the merger on 1.1.2017 of the Castelbriantais and Derval sector Communities of Communes, comprises 26 communes with a total population of approximately 44,000 inhabitants. It is responsible for the collection and treatment of household and similar waste throughout its territory and carries out the following activities on behalf of all its member communes:- door-to-door collection of household waste in bins,- door-to-door collection of household packaging,- voluntary selective collection of paper and glass,- sorting of household packaging,- treatment of residual household waste,- low-level management of the five waste collection centres.This consultation concerns the collection and transfer of household and similar waste and the management of the lower quayside of the waste collection centres.
Lot No. 1 is defined as follows:- weighing (entry and exit), reception of residual household waste collected in the area of the former Communauté de communes du Castelbriantais, and reloading of the flow into vehicles chartered by the treatment centre selected by the local authority (as part of a consultation to be launched in September 2020), - weighing (entry and exit), reception of the packaging collected in the sector of the former Community of Municipalities of Castelbriantais and reloading of the flow into the vehicles retained by the community (within the framework of a consultation to be launched in September 2020),- administrative management (registration and transmission of tonnages and associated data, monitoring of the market, operating report...). This batch is defined as follows:- collection of papers/newspapers/magazines in columns at the voluntary delivery points;- collection of glass in columns at the voluntary delivery points, storage of the collected glass and reloading into the trucks of the buyers;- administrative management (recording and transmission of tonnages and associated data, market monitoring, operating report, etc.). It is important to note that the provision of these services is organised in 2 distinct operational phases in view of the deadlines of the current markets:- operational phase 1 (from the start of the market until 31 December 2010).12.2021): the contractor will collect paper/newspaper/magazines and voluntarily supplied glass only in the communes of the former Community of Communes of Castelbriantais (Annex 1); - operational phase 2 (from 1.1.2022 until the end of the contract): the contractor will collect paper/newspaper/magazines and voluntarily supplied glass throughout the territory of the Community of Communes of Châteaubriant-Derval (Annex 1). This batch is defined as follows:- evacuation and treatment/recovery of all the waste received on the Sudan, Rougé, Petit-Auverné, Châteaubriant and Lusanger sites (excluding green waste, EPR channels or special agreements);- provision of containers (skips, crates, miscellaneous) for most of the flows evacuated from the 5 sites;- administrative management (recording and transmission of tonnages and associated data, market monitoring, operating report, etc.). This batch is defined as follows:- evacuation and treatment/valorization of all green waste received on the Sudan, Rougé, Petit-Auverné, Châteaubriant and Lusanger sites;- provision of containers on the Sudan, Rougé and Petit-Auverné sites;- administrative management (recording and transmission of tonnages and associated data, market monitoring, operating report, etc.).
