Description

The Norwegian Coastal Administration invites tenderers to an open tender contest for the procurement of laboratory services, sample taking equipment for oil and consultancy services for events and projects connected to acute pollution. Knowledge on pollution is important for the methods that are used for measures/actions against acute pollution. Acute pollution often involves oil products, but it can also, for example, be other chemicals and plastic pellets.
The Norwegian Coastal Administration is the Ministry of Transport´s department for sea transport, sea safety, ports and stand-by for acute pollution. The Norwegian Coastal Administration prevents and limits the damaging effects in the event of acute pollution. See www.kystverket.no for further information on the Norwegian Coastal Administration's organisation and entity.The objective of the framework agreement is to cover the Norwegian Coastal Admininstration's need for:— laboratory services for oil/oil products and other acute pollution;— sample taking equipment for oil, primarily from the sea and land;— guidance/consultancy services in relation to events and projects connected to acute pollution;— teaching about acute pollution, such as oil identification about the oil's fate;— participation in activities such as academic forums and exercises.Laboratory services must include documentation from analyses that can be used for securing evidence in emissions. To secure evidence, analyses must be taken of the emission source and the actual emission. This is used to confirm/disprove the pollution source. In addition, the Norwegian Coastal Administration needs to obtain as much knowledge as possible on the pollution's qualities and disintegration.The results from analyses and assessments must give as many facts as possible on the pollution that can be used in assessments of what damage limitation measures and environmental studies are to be started. Knowledge on pollution is important for methods that are used in actions against acute pollution. Acute pollution can be other things than oil, such as emissions of plastic pellets.There can also be analyses of oil from ship wrecks, assessments of the toxicity of oils and assessments of new types of oil that are used as fuel (low sulphur oils).The analyses and assessments must be summarised in reports that can be used in legal circumstances, typically legal proceedings, charges, and disputes.In addition, there is a need for guidance/consultancy help for events and projects on acute pollution and stand-by planning. There contracting authority can be required to participate in exercises and professional forums.
