Description

The subject of this tender is the recycling of biowaste collected in the districts of Lörrach and Waldshut over a period of 20 years.
Main offer:Construction of a new biowaste fermentation plant at the Lachengraben landfill site in the Waldshut district, processing of up to 30,000 t/a of separately collected biowaste from both districts. The distribution of the total amount to several plants is not allowed in the main offer. The biowaste must be processed in a fermentation plant with cascade utilization, i.e. in an anaerobic process (fermentation) with subsequent composting of the solid fermentation residues. The biogas obtained is to be processed into biomethane for high-quality energy use and fed into the natural gas grid. Equally, the construction and operation of plants for the complete or partial production of fuels in the form of CNG or LNG from biomethane is also possible. The drying and subsequent energy recovery of biowaste is not permitted. Composting of biowaste without upstream anaerobic treatment is not permitted.The contractor shall produce a quality-assured compost (fresh and/or finished compost). This must comply with the requirements of the BioAbfV. The participation in a quality assurance according to BioAbfV (e.g. Bundesgütegemeinschaft Kompost, RAL GZ 251 or equivalent) has to be proven. The contractor shall apply for all permits and approvals relating to the construction and subsequent operation of the biowaste treatment plant. After the 20 years of operation, the plant shall be transferred to BioReg GmbH, which was founded for this purpose (reversion).Alternative offer: The alternative offer refers to the treatment of biowaste in anaerobic digestion plants of the contractor. It is permissible to divide the total quantity among several plants. Both the biowaste from the two districts can be fed to different plants and the quantities from one of the districts can be divided among different plants. If a bidder offers several recycling plants, he must clearly indicate this in his disposal concept and explain it further if necessary. The scope of services depends on the location of the fermentation plant. For short distances, delivery can be made by collection vehicles; for longer distances (outside a radius of > 30 km), the biowaste should be transhipped and transported to the plant(s) in the form of containers. The district of Waldshut has a transhipment facility for biowaste at the Lachengraben landfill site and the Wutach-Münchingen acceptance center. There, the service to be provided for more distant plants includes container provision, transport and recycling of biowaste from the district of Waldshut. The district of Lörrach does not have a transfer facility for biowaste. For the district of Lörrach, the service to be provided for more distant plants includes the handling, container provision, transport and recycling of biowaste from the district of Lörrach.
