Description
The State Office for the Environment (LfU) intends to clear the open area of the site of the former waste storage yard of the Gieschen company of disorderly deposited waste of various types and quantities and to dispose of the waste properly. The 4,900 m3 site is located in Norderstedt. The address is Beim Umspannwerk 153A, 22844 Norderstedt, Gemarkung Friedrichsgabe, Flur 3, Flurstück 300/24. For the award procedure here, an on-site appointment must be made. Additional information on the procedure and the appointment process can be found in the documents "Overview of site visit" and "Confirmation of site visit".The appointment for the site visit in week 42. 42 is until 11.10.2023 at the latest and for the site visit in week. 44 by 25.10.2023 at the latest.
Since mid-2018, approx. 15,000 m³ of waste have been stored on the property in Norderstedt without the required immission control permit. Essentially, this is mixed construction and demolition waste and commercial waste as well as construction debris and soil. The former property owner and plant operator has not fulfilled his obligation to clear the site and has evaded access by the responsible approval and monitoring authority (LfU - Landesamt für Umwelt des Landes Schleswig-Holstein). The city of Norderstedt and the state of Schleswig-Holstein agreed in December 2021 that the property would be completely cleared by the state by way of substitute performance after transfer of ownership to the city. The LfU is the competent authority for the waste storage facility and therefore also responsible for carrying out unavoidable hazard prevention measures by substitute performance. Following a compulsory auction, the property is now owned by the city of Norderstedt and is now to be cleared. The property is currently fenced off. There is a gate on the eastern side of the property that can be swung into the property. The access road is completely covered with waste on the inside up to the gate, in some cases up to 6 meters high. Therefore, activities cannot be conducted on the property until some of the debris has been cleared in the access area. An above-ground high-voltage power line runs across the property, and an associated high-voltage pylon is located in the western area of the property. The type and quantity of waste stored on the property were determined during a survey in 2020 by Dipl.-Geol. Ingo Ratajczak. According to this, of the total 15,000 m³ of waste material deposited, approx. 5,500 m³ is mineral waste (building rubble, soil) and approx. 9,500 m³ is non-mineral construction and demolition or commercial waste. Predominantly it concerns not dangerous wastes. The hazardous wastes also found are in particular asbestos-containing building materials, insulation material, roofing felt and used wood of category A IV. The wastes are only partly in containers, they are mainly stored in piles. The Contractor's task is the complete, professional clearing of the site. Due to the confined space, this will begin on the east side of the property by setting up the site equipment on the Dreibekenweg, dismantling the east existing fence and gate, and clearing the waste from east to west. During the course of clearing, the site facility will be relocated to the property. The operation will include clearing, separating, loading, transporting, and disposing of all hazardous and non-hazardous waste from the stockpiles and containers. This will be done in accordance with applicable rules and regulations. The disposal of non-hazardous mixed construction waste will be carried out in an approved pre-treatment facility in accordance with Section 6 of the GewAbfV. For quality assurance and protection of workers and the surrounding area, continuous air quality measurements during construction will be carried out using PID Project No. 280239 measuring equipment, 5-gas monitors and particle counters. Groundwater investigations shall be conducted at the beginning of the measure. After completion of the clearance measure, soil and also groundwater investigations are required.
