Non-open interdisciplinary planning competition according to RPW 2013 in accordance with §71 Para. 3 VgVrsatzneubau Multifunktionsgebäudekomplex Kita Nordstrasse in 04105 Leipzig
The object of the competition is the construction of a multifunctional building complex, which is to create space for two daycare centers, an area for educational assistance and office space for the Leipzig city administration.Selection procedure: In the course of the competition, a maximum of ten interdisciplinary teams will be selected from the total number of applications. The selection will be made on the basis of the following criteria:- Timely and complete submission of application documents by 03.04.2023 12:00 via the award platform evergabe Plattform (digital).-Application for participation with signature.-List and presentation of reference projects (cf. Annex 01 to the application for participation)-Proof of the interdisciplinary composition of the applying team including the disciplines of architecture and landscape and open space planning by declaration on the cooperation of applicants (cf. For the fields of architecture and landscape/open space planning, proof of entitlement to use the above-mentioned professional titles must be provided in the form of a corresponding certificate from a Chamber of Architects in the Federal Republic of Germany or a comparable document from a Member State of the European Union. a comparable document from a Member State of the European Union (for each person responsible for the project)-a copy of an excerpt from the Commercial Register or an excerpt from the Partnership Register (if available)-a description of the proposed project team, including the names of the team members and information on their professional experience (cf. Application for Participation and Attachments to the Application for Participation). Self-declaration, completed and signed (cf. Informal applications and applications for participation not received by the deadline will result in the exclusion of the application.Multiple participations by individual members of a bidding consortium are inadmissible and will result in the exclusion of all affected bidding consortia.Construction cost assumption:As part of a feasibility study (2019, incl. 3% cost increase), a cost calculation was carried out on the basis of DIN 276 and taking into account the cost parameters of the BKI 2021 Mitte (medium to high standard). Accordingly, a total cost framework for the realization of the multifunctional complex of approx. 20 million EUR (gross) is assumed. This includes the following cost groups gross:- approx. 11.5 million EUR (KG 300 building costs)- approx. 3.3 million EUR (KG 400 building services)- approx. 690,000 EUR (KG 500 outdoor facilities)With regard to the new building design, the applicable technical regulations with their requirements for fire protection, barrier-free construction and the specifications of the Saxon Building Code (SächsBO) must be observed in the competition design. The competition rules are binding for the awarding authority, the participants and all other parties involved in the competition. The Saxon Chamber of Architects has participated in an advisory capacity in the preparation and announcement of this competition. Registration with the Saxony Chamber of Architects has been requested.Subject of the competition:The subject of the competition is the construction of a multifunctional building complex, which is to create space for two daycare centers, an area for educational assistance and office space for the Leipzig city administration.The competition area is characterized by its central location and good accessibility. The Leipzig Zoo is located approx. 200m away, to the west of the competition area, and Leipzig's city center is approx. 600m away in a southerly direction.As part of Leipzig's northern suburbs, which are characterized by the Gründerzeit, the competition area lies within the scope of the preservation statutes for the area "Leipzig city center" (dated 12.01.2002, amended by resolution no.: RBV-2155/14 [extension I]). The area itself comprises the southern half of a Gründerzeit block area and extends in an east-west direction from Nordstrasse to Pfaffendorfer Strasse. The southern border is marked by Ernst-Pinkert-Strasse. The northern end of the Gründerzeit block is formed by a closed perimeter block development with a green inner courtyard. A day care center for children "Kindertagesstätte am Zoo" from 1969 is currently located on the property to be planned, with an open area to the south and west including old trees. The existing building of the day care center Nordstraße 43 was built in monolithic construction. The building, with a floor area of 736 m2, runs parallel to Ernst-Pinkert-Strasse and is located in the center of the eastern half of the 4,689 m2 site. However, the existing building of the KiTa has numerous deficiencies. The building envelope, technical systems, and sanitary and electrical installations are in need of extensive renovation, and the current requirements for thermal insulation, energy efficiency, fire protection, sound insulation, and accessibility are not met. For these reasons, the demolition of the building is planned. After an interim solution, the daycare center will become part of the planned multifunctional building complex.The planned realization competition is to provide high-quality architectural and urban planning as well as landscape and open space planning approaches for the realization of a multifunctional building complex with two daycare centers, a residential group and office space for the Leipzig city administration as well as the associated open spaces. Possible synergies of use and a possible later conversion are to be explored and considered.13 weeks are planned for the processing of the competition.Type of competitionThe procedure will be carried out as a restricted competition for interdisciplinary planning teams in the fields of architecture and landscape/open space planning with a preliminary EU-wide tendering competition and a subsequent VgV procedure.The procedure is anonymous - the authors of the competition works remain anonymous until the conclusion of the jury meeting.The communication and competition language is German.The communication with the competition participants takes place via e-mail.Prize juryThe competition works are judged by a prize jury appointed by the awarding authority.
