Description

The client intends to conclude a framework agreement for the quality assurance of all processes of watercourse surveying in the administrative district of Stuttgart. The framework agreement will be concluded for a period of 2 years with the option of extension for a further 2 years. A negotiated procedure with a call for tenders in accordance with § 17 VgV will be carried out for the award of the services in accordance with Section II.1.1. Reference is made to the explanatory documents which can be downloaded free of charge from the award platform in accordance with Section I.3.
The Regierungspräsidium Stuttgart (RPS) has the project management for the update of the existing flood hazard maps (HWGK) in Baden-Württemberg.The basis for the creation of the HWGK are digital terrain models, which are created from laser scanning aerial data and terrestrial water profile surveys.To ensure a uniform quality standard in the map creation, a state-wide central quality assurance (QA) for terrestrial survey data is required.In this context, the RPS intends to award the following services within the framework of quality assurance for terrestrial survey data (QA surveying):The service provider to be commissioned (hereinafter referred to as: Contractor) coordinates the recording of surveying requirements with other parties involved within the framework of the area-by-area updates, provides the quantity structure for the award of surveying services from this, coordinates the ongoing surveying work and subsequently reviews the results of the surveying services provided. To this end, the Contractor shall assist in updating the GPRO data format and the specifications for surveying, as well as in drawing up the procedure for surveying services. The Contractor shall also initiate and handle short-term surveying on demand, which is carried out via a framework contract with a surveying service provider (framework contract VM). The cooperation of the Contractor within the technical project management HWGK and the consultation of the project management on questions of surveying is required. The data output to external parties is to be taken over, if this is not possible by LUBW.The Contractor is responsible for the quality check of the surveying. Among other things, the following services are to be provided:- Acceptance and determination of the need for a survey;- Preparation and participation in tenders;- Briefing of the surveyors including communication (including answering questions from the surveyors, participation in site visits);- Receipt of the survey data;- Checking of the survey data, also in coordination with other stakeholders, here: Quality assurance for the digital terrain model (QS DGM), request for corrections if necessary, incorporation of correction data into the data set, feedback to QS DGM;- Audit of surveying invoices with report on changes;- Submission of completed data sets to QS DGM / LUBW;- Preparation of an overview of all planned, ongoing and completed surveying projects.Note on contract value:The estimated total value according to Section II.1.5 is based on derivations from the past. A projection to the future is only possible to a limited extent. It is the maximum value (for 4 years). A specific delivery/service quantity is not guaranteed by the customer.
