The local community of Offenbach intends to build a new festival hall with a club center as a club and cultural center. The aim of the project is to bundle the club activities, which have so far taken place in several properties owned by the local municipality, but also in private properties, at one location.The present award procedure (open procedure) is aimed at the award of the specialist planning services for technical equipment, plant groups 1-3 and 8 for the new construction of a festival hall with club center in the local municipality of Offenbach an der Queich. In addition to the consideration of functional aspects, the principles of economic efficiency and economy as well as an energy-efficient construction method must be observed in particular for the above-mentioned planning services.
The present tender documents refer to the planning services for the technical equipment according to § 55 HOAI i.V.m. § The bids to be submitted in the bidding phase of the award procedure must cover the work phases 1-9.The municipality as the awarding authority reserves the right to initially award only the work phases 1-3. It also reserves the right to award LPH 4-9 to the same bidder(s) without a new invitation to tender. The service phases 4 to 9 will therefore have to be offered as an option of the Client for a step-by-step commissioning. However, all work phases 1-9 may also be awarded. In principle, all partial services of the basic service specifications of the HOAI for the aforementioned work phases shall be the subject of the contract.
