Trustee development area management for the town centre of the municipality of Fronhausen as part of the federal-state programme "Lebendige Zentren" (Living Centres).
The municipality of Fronhausen (Lahn) was included in the urban development programme "Lebendige Zentren" in December 2020. The assisted area comprises the town centre of Fronhausen with an area of around 55 ha. As part of the application for inclusion, the main needs for action, development potential and objectives have already been explained. An IUDC is currently being drawn up for the assisted area, from which projects and measures for the funding period will be derived. The following topics have been identified as focal points for the urban development concept:- urban development,- vacancy and re-use concepts in listed inner areas,- redevelopment concepts and housing development,- maintenance of services of general interest,- care for young and old,- climate protection, public open spaces,- traffic and infrastructure for stationary and moving traffic,- social coexistence.The implementation process is accompanied by a heterogeneous "local partnership" in accordance with the objectives of the support programme.The support area management is the central pivot for the implementation of the measures of the IUDC. The management of the assisted area networks the actors, measures and instruments as well as the funding structures and coordinates the areas of action that arise. On the one hand, the management of the development area includes ongoing communication on the ground, and on the other hand, more extensive tasks such as competition support, public relations work or the fiduciary administration of the programme. For the technical support and for the implementation of the programme objectives, an external service provider is to be commissioned with the management of the development area for an initial period of 5 years. The contracting authority reserves the right to extend the contract unilaterally for further years. The contract can be terminated with six months' notice to the end of the contract (end of the first 5 years). If this does not happen, the contract will be tacitly extended by a further 5 years by the client - but no longer than until the end of the programme period. The basis for the content of the work is the integrated urban development concept (IUDC), which is expected to be available by the end of 2021.
