The city of Rüthen intends to redevelop the city center. With this invitation to tender, planning services for the following service profiles are to be awarded:- Object planning, service profile outdoor facilities according to § 39 Para. 1 and 4 HOAI in conjunction with. Annex 11 Number 11.1 HOAI- Technical equipment planning (electrical engineering, water technology) for well system- Object planning, service profile engineering structures water according to §§ 41, 43 Para. 1 and 4 HOAI in conjunction with. Annex 12 No. 12.1- Project planning, service profile engineering structures canal according to §§ 41, 43 Para. 1 and 4 HOAI i.V.m. Annex 12 Number 12.1- Object planning, service profile traffic facilities according to §§ 45, 47 Para. 3 HOAI in connection with. Annex 13 Number 13.1 HOAI
The town of Rüthen is planning redevelopment measures in the urban renewal area "Kernbereich Rüthen" (core area of Rüthen) and has received funding commitments for this, according to which a bundle of measures consisting of 10 individual measures has been recognized as fundamentally eligible for funding.The financial assistance is to be used for overall urban development measures, in particular for the adaptation, strengthening, revitalization and preservation of town and village centers, historic old towns, for profiling and location upgrading as well as for the preservation and promotion of diversity of use.These general and specific objectives were supplemented in the funding application by a concrete list of measures as well as individual measure sheets for the total of 10 project parts that make up the overall funding package.The implementation of the bundle of measures began with the energetic refurbishment of the town hall and was continued with the creation of a design concept for the market and town hall forecourt and the transitions into the branching public path areas. The design concept was adopted by the Rüthen town council after public participation in a workshop procedure.To meet the funding requirement, the city of Rüthen is pursuing the following more specific goals:- Sustainable design of the public space in the areas of accessibility and climate resilience- Improvement of the quality of stay and design- Securing and strengthening service offerings in the central supply area- Entrance area of an open, citizen-friendly administration- Revitalization of the town center through space for activities and places to linger- Green in public space- Spatial diversity through preservation and careful adaptation of small-scale spatial structures- The marketplace as a center - central supply area as a place for living and working, for business, commerce, culture and education as well as supply and leisure- Revitalization of the Rüthen center through space for activities and places to linger. Accessible for all social groups (8/80 principle)- Activation of the city-compatible integration of free spaces and areas- Preservation and further development of the inner-city, public space- Barrier-free and high-quality design of the areas as well as measures to improve the sense of security- Sustainable strengthening of the central supply area, which is already threatened and affected by loss of function in the peripheral areas.
