Description

The city of Winsen (Luhe) is preparing to build a new municipal library in the city center. The new building will have a net floor area of approx. 2,050 sqm, divided into three to four floors. The measure is supported by federal and state funds from the urban development promotion "Lebendige Zentren".The service phases 1 and 2 have already been worked out by the client. The essential points of the planning concept are to be taken up and continued in terms of planning. For the object planning, the step-by-step/section-by-section commissioning is selected, since no final approval notice has yet been issued for the measure. The client assigns the contractor initially the LPH 3 to incl. 5 of the object planning § 34 HOAI. The contractor is obligated to provide the further services up to and including LPH 8 if they are transferred in writing by the client within two years after completion of LPH 5. Anr. costs Objektp. approx. 6.450.000,- EUR(without VAT).
The city of Winsen (Luhe) is preparing the construction of a new municipal library in the city center. The new building will replace the existing library space in the Marstall, a listed building. The construction site is located in the castle park, which is also a listed building, and is adjacent to the Marstall. The new building will have a net floor area of approximately 2,050 square meters, divided into three to four stories. The measure is supported by federal and state funds from the "Lebendige Zentren" urban development program. During the implementation of the building measure, the specifications of the funding provider, the N-Bank, the applicable public procurement law, the Budget Code (LHO) and the Public Procurement Act (NTVergG) of the State of North Rhine-Westphalia, as well as the Guideline for the Implementation of Grant Measures (RZBau) must be observed. The concept development of the new library building, including the location issue, was accompanied by a working group in the years 2020 to 2021. There has been close coordination with the state conservator of the Lower Saxony State Office for the Preservation of Historical Monuments on the urban placement and integration of the building mass into the surroundings as well as the structure and design of the building structure.The new library building is to achieve at least energy efficiency level 40. In addition, the specifications of the "Quality Seal for Sustainable Buildings", Annex 3 QNG Plus, are to be achieved with regard to material extraction. In the area of greenhouse gas emissions, the requirements of the "Quality Seal for Sustainable Buildings" minimum standard QNG Plus are also to be met.The basement of the building ties into the groundwater table by approx. 2.00 m.When planning the construction of the excavation and dewatering, particular consideration is to be given to the settlement sensitivity of the Marstall and the protected tree population in the castle park. For the geotechnical report as well as the excavation planning up to LPH 4 an engineering office for geotechnics will be engaged.The service phases 1 and 2 have already been worked out by the client. The planning concept is to be taken up in its essential points and continued in planning. For the object planning, a step-by-step commissioning is selected, since no final approval notice has yet been issued for the measure. The client shall initially assign to the contractor LPH 3 to incl. 5 of the object planning § 34 HOAI. The Contractor shall be obligated to perform the further services up to and including LPH 8 if they are assigned in writing by the Client within two years after completion of LPH 5. LPH 6 is reduced from 10 % to 8 % because the Client plans the award dates and compiles the award documents. The services to be awarded, including the option to execute service phases 6 up to and including service phase 8, comprise 87 % of the scope of services according to § 34 HOAI. The chargeable costs for object planning on the basis of the current planning status amount to EUR 6,450,000 (excluding VAT). The requirements for the provision of services make it necessary for the contractor to be available frequently and at short notice for coordination meetings on site at the request of the client. The Contractor shall attend at least 15 planning meetings in Winsen (Luhe). He shall organize and record these planning meetings with all parties involved in the planning. In addition to this, further coordination in video conferences may be required.The Contractor is obliged to ensure construction supervision within the framework of the construction work by regular attendance. At least one construction meeting and two further site visits per week are to be carried out over the entire construction period. Detailed minutes of the construction meeting shall be prepared and sent to all parties involved. The Contractor shall also keep a construction diary - on a daily basis.
