Description

On the basis of the EntsorgÜG and on behalf of the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU), the BGZ Gesellschaft für Zwischenlagerung mbH intends to construct and operate a central repository for radioactive waste with negligible heat generation as input storage for the Konrad repository, the Konrad Logistics Centre (LoK).By constructing the Konrad Logistics Centre (LoK), the waste packages originating from the operation, decommissioning and dismantling of nuclear power plants and from the fields of research, industry and medicine will be delivered to the Konrad repository just-in-time, mainly by rail, in accordance with the specifications of the Konrad repository. This is to optimise the delivery of the waste packages and reduce the operating phase of the repository. The Konrad repository is the first repository in Germany licensed under nuclear law. Up to 303,000 cubic metres of low- and intermediate-level radioactive waste are to be stored there.
According to current plans, the LoK will be constructed on the site of the former Würgassen nuclear power plant (KWW) in 37688 Beverungen, Höxter district in North Rhine-Westphalia, from the following buildings or or structural facilities:- a storage building, consisting of 5 halls and 2 loading areas;- as an extension to the storage building, a delivery and removal area as a closed hall;- an operations building as a head building with access and technical areas;- a weather protection hall for empty containers, exchange pallets and handling equipment;- an office building with archive;- an engine shed;- a workshop building with engine sheds;- a shelter hall;- a main gate with car and lorry sluice and a gate at the rail siding;- a building for the central heat supply;- a rail connection to the public rail network (Solling railway) with 2 track systems for delivery and removal and a transfer station for trains on the company premises;- retention and infiltration basins for rainwater;- company road network with parking spaces;- fencing.The Konrad repository is scheduled to start emplacement operations in mid 2027. In order to synchronise the commissioning of the Konrad repository with that of the LoK, parts of the storage building for the transport of waste packages with the associated infrastructure must be ready for operation at the beginning of 2027. The complete readiness for operation of the LoK is planned for the fourth quarter of 2028. For the construction of the LoK, the following buildings, structural facilities, outdoor facilities, traffic facilities, civil engineering structures as well as the preparatory measures on the construction site must be planned and the corresponding application documents for the building permit procedure must be prepared HOAI- a storage building, consisting of 5 halls, 2 loading areas, one delivery and one removal area as closed halls with necessary crane systems, 2 separate processing areas (caissons) with necessary crane systems;- a weather protection hall for empty containers, exchange pallets and handling equipment;- an operating building as a head building with access and technical areas;- an office building with archive;- an engine shed with workshop, a further engine shed and a shelter;- a main gate (guard and passage building);- a gate at the rail siding;- a building for the central heat supply with specification of the energy source;- structural installations for plant protection in the buildings for the operation to be approved in accordance with § 12 StrlSchG.outdoor facilities, civil engineering structures and traffic facilities in accordance with §§ 38 ff. HOAI, consisting of:- track connection to the public rail network (Sollingbahn), 2 track systems for delivery and removal and a transfer station for trains on the company premises;- development for sewage disposal, heat, water and electricity supply and telecommunications;- all necessary media lines for sewage disposal, heat, water and electricity supply, telecommunications;- retention and infiltration basins for precipitation water and its possible discharge into the Weser;- plant road network with parking spaces and sidewalks;- fencing with gates, truck locks and rail gates;- green areas;- structural facilities for plant protection in the outdoor area for the operation to be approved in accordance with § 12 StrlSchG.Preparatory measures (preparation and development) on the construction site:- Dismantling of the existing power plant fence of the former Würgassen nuclear power plant (KWW);- Dismantling of existing structural facilities (e.g. old solar power plant, etc.);- Dismantling of existing buildings, including the old power plant fence. removal of existing structures (e.g. old solar plant, etc.);- deconstruction of existing structures, including substructure and underfloor management;- removal of forest and green strips for the development of the company site;- public development, if necessary;The structural design (§§ 49 ff. HOAI) is an integral part of the entire planning scope.
