Description

Within the framework of the "Digital Pact", the Federal Government supports the Länder and local authorities in their task of creating digital educational infrastructures that are fit for the future. At the same time, the federal states, together with the local authorities, undertake to ensure the operation and maintenance of the technical infrastructure. Within the framework of the "DigitalPakt Schule", the City of Münster, as the school authority for a total of 83 schools, has a maximum school authority budget of EUR 12 668 999. In addition to a 10% own contribution, just under EUR 14.1 million is available for the digitisation of municipal schools over the next few years. The infrastructure in the area of school buildings has been developed or is available to varying degrees, which is largely due to the changes between general education schools and vocational colleges that have taken place in the past 10 to 15 years. The basic statement "all school buildings are to be brought up to a defined standard in the area of networking and digital presentation technology" is intended to ensure that a functional basic IT structure with broadband supply, LAN and area-wide WLAN is aimed for or In view of the limited resources and very different technical requirements in the municipal schools, the funds of the Digital Pact will not be distributed evenly to all schools, but will be supplemented as needed on the basis of defined standards. In accordance with the funding guidelines of the Digital Pact, the implementation focus is primarily on creating and improving the digital infrastructure, and thus initially on setting up and improving digital networking and digital presentation technology; equipment with mobile terminals will follow as a second priority. As a digital presentation technique, the use of short-distance beamers is envisaged as a decisive factor for new installations and includes the replacement of the pylon chalkboard with a pylon whiteboard as a presentation surface. Existing solutions in the form of ceiling beamers, which were very often procured by schools outside the media development plan, will also be technically wired according to the current standard with regard to connection possibilities and additionally equipped with AppleTV (connection primarily via LAN cable, provided that a connection is available in the respective room), loudspeakers and a teacher iPad per classroom in order to enable digital lessons according to the defined standards for the duration of the beamers. It is planned to cabel the pedagogically used rooms and the professional preparation or new construction of the server rooms and floor distributors according to the specifications of the citeq with new laying of data cable Kat7a from the server or floor distributor into the pedagogically used rooms under consideration of the valid specifications: Priority 1: vocational colleges (completion 31.12.2021), priority 2: primary schools (completion 31.12.2023), priority 3: remaining schools/ secondary schools (completion 31.12.2024).The subject of this award procedure is the conclusion of framework agreements for the lots described in Section II.2 (service specifications and location packages), whereby a framework agreement is concluded with only one contractual partner for each lot.
The award of contract comprises the technical planning for the technical equipment service profile in accordance with Section 2 of Part 4 of the HOAI for a total of 26 school locations of Location Package 1, including 4 vocational/further training colleges, 18 primary schools, 2 secondary schools and 2 special schools.The TGA planning for each individual contract comprises at least plant groups 4 and 5 and, for school locations where ventilation of technical centres is required, additionally plant group 3. The commissioning of the engineering services for the individual locations is carried out by means of individual contracts on the basis of the framework agreement. The awarding of the contract comprises the technical planning for technical equipment in accordance with Section 2 of Part 4 of the HOAI for a total of 28 school locations in Location Package 2, of which 5 are vocational colleges, 16 primary schools, 2 secondary schools and 5 special needs schools. The technical equipment planning for each individual contract comprises at least plant groups 4 and 5 and, for school locations where ventilation of technical centres is required, additionally plant group 3. The commissioning of the engineering services for the individual locations is carried out by means of individual contracts on the basis of the framework agreement. The awarding of contracts comprises the technical planning for the performance specification for buildings and interiors in accordance with Part 3 Section 1 of the HOAI for a total of 26 school locations in Location Package 1, including 4 vocational/further training colleges, 18 primary schools, 2 secondary schools and 2 schools for special needs. The awarding of contracts comprises the technical planning for the performance profile of buildings and interiors in accordance with Part 3 Section 1 of the HOAI for a total of 28 school locations in location package 2, including 5 vocational colleges, 16 primary schools, 2 secondary schools and 5 special needs schools.The commissioning of the architectural services for the individual locations is carried out by means of individual contracts on the basis of the framework agreement.
