Description

A new federal base (BSP) and state hockey training centre (LLZ) is to be built on the state-owned sports facility at Hemmingstedter Weg 140 in the Altona district, by converting 2 existing natural grass pitches into a large hockey pitch (synthetic) and a small hockey pitch (synthetic). Both pitches will be equipped with a floodlighting system and an irrigation system, and a cold air hall (without walls or temporary side walls) will enable the small pitch to be used in winter. A permanently installed light barrier system for hockey-specific sprint and ball control training as well as a device for video-supported technology analysis (combination of high-speed cameras with corresponding software solution) are to be connected to the roofing. The cold air hall is not to be heated; for an overview of the description, see Annex "Project description"; see also Section II.2.4. of the notice.

Project descriptionThe future equipment for a possible temporary construction of mobile spectator stands (max. 3,500-4,000 seats) on the long and/or short sides of the large playing field shall be taken into consideration. A functional building with changing rooms, sanitary facilities, as well as power, seminar and office rooms shall be constructed. All rooms required for the operation of the BSP/LLZ will be constructed on a net floor area of approx. 732 m2 . In coordination with the environmental authority, compensatory measures for the construction of the new building on the 2nd Green Ring are to be examined and implemented. Accordingly, in accordance with the guidelines for the implementation of grant construction measures (RZBau), a grant application must be submitted by the end of May 2021. The basis for this is the completed phase 3.All necessary regulations, such as the Federal Guidelines for the Execution of Construction Tasks (RBBau), the Guidelines for the Implementation of Grant Funded Construction Measures (RZBau) (each including annexes), the ANBest-GK of 13 May 2021 and the ANBest-GK of 14 May 2021 (each with annexes).6.2019, Annex 3 to VV No. 5.1 to § 44 BHO and VDI 6026 are to be applied to all phases. HOAIDThe services to be awarded for this lot consist of:- phases 1 to 3 in accordance with §§ 53 HOAI,- phases 4 to 9 in accordance with §§ 53 HOAI as an optional assignment by designating the client (in stages to be determined by the client),- special services as an optional assignment by designating the client (in stages to be determined by the client).Planned usage relationshipsThe Hamburg Hockey Association and the German Hockey Federation will be the main users of the planned new building. The facility is to be a training facility for the LLZ and thus for the state squads as well as for the BSP and its federal squad members (junior squad to Olympic squad).OwnershipThe Free and Hanseatic City of Hamburg (FHH) is the owner of the land and will become the owner of the planned new buildings.cost ceilingThe cost ceiling (KG 200-600) for the new building, the playing fields (incl. The resulting upper cost limit (KG 200-600 without 500) for the object building as well as the preparation of the entire construction site including the solar system and a possible conveyor system amounts to EUR 2 225 000 (net).The resulting upper cost limit (KG 300+400) for the cold air hall object amounts to EUR 1 400 000 (net) on a pro rata basis.The FHH, Behörde für Inneres und Sport (Ministry of the Interior and Sport) as the user/builder and GMH Gebäudemanagement Hamburg GmbH as the implementing agency (project manager).2. dates for the performance of the servicesThe following dates are planned for the performance of phases 1 to 3:- Commissioning of the planning service: February 2021;- Start of the performance of the service: February 2021;- Completion of phase 2: end of March 2021;- Completion of phase 3: end of April 2021;- Project completion and handover: 4th quarter 2023.3. servicesThe above project consists of 3 objects. With the award of the contract for technical equipment, phases 1 to 3 will be called for the objects building and cold air hall. DIN 18035 is applied with all relevant parts. Furthermore, the specifications of the world hockey association, on which the German Hockey Federation is also based, are to be applied. In the functional building all required services of the KG 400 are to be planned by the TGA. In the case of interior roof drainage, the planning is carried out by the TGA; in the case of exterior roof drainage, the planning is carried out by the project planner. This is to be determined at the beginning of the planning process by the TGA and object planner. At the beginning of the planning process, the object planner must determine whether a passenger elevator system is necessary to ensure the accessibility of the building. At the beginning of the planning process the further planning of a solar or solar thermal system is to be checked and determined by means of feasibility studies/economics studies with the cooperation of the object, structural design and the energy certificate manufacturer (EnEV). In the planning of the outdoor facilities, the outdoor facility planner must plan a hockey pitch (artificial turf) in accordance with the standard dimensions of the World Hockey Association, including efficient floodlights (LED) and irrigation. By planning the technical equipment, a video tower for shots from greater heights is to be planned. The recordings will be evaluated in the functional building. The corresponding cabling will be carried out by the TGA, and the planning of the outdoor facilities will include a plastic hockey pitch (small pitch, half hockey pitch) including irrigation. An artificial turf irrigation, self-sufficient (own well) and environmentally friendly, is to be planned in the planning of the outdoor facility planner. A (manual) irrigation in winter is carried out by a winter-proof / frost-proof water connection at the functional building, this is to be provided by the TGA. A cold air hall (without walls, possibly temporary side walls) over the small pitch is planned by the object and structural design. The lighting of this hall (powerful escape light (LED)), a permanently installed light barrier system for hockey-specific sprint and ball control training and a device for video-supported technology analysis (combination of high-speed cameras with appropriate software solution) connected to the roofing is to be planned by the TGA. The recordings will be evaluated in the functional building. Due to the location of the project, special attention must be paid to environmental, species and nature conservation issues.
