Description

The Rhede school centre is currently being renovated, modernised and restructured. For the construction phases 3-5, planning services for object planning (architectural services) are being put out to tender here. These are mainly work phases 5-8 according to HOAI (implementation planning, preparation and participation in the awarding of contracts and site supervision). For a detailed description, please refer to the attached tender documents and other attached documents.
1st construction measure renovation, modernisation and restructuring of the school centre - comprehensive schoolThe Rhede School Centre is currently being renovated, modernised and restructured in order to meet the understanding of a sustainable school in terms of construction and pedagogy. As part of the restructuring of the school centre, new qualities of stay, differentiation areas and self-study centres are being created. Originally 3 schools in half-day operation were turned into a comprehensive school with full-day operation. The assembly hall/forum with its adjoining canteen/kitchen, as a meeting place with adjoining administrative area, form the core area of the rebuilding and the new centre of the whole school. The renovation provides for the preservation and energetic optimisation of the building fabric. The modernisation work is concentrated on the realisation of the new standards. The adjacent sports halls are not affected by the construction measure, as they were already renovated and modernised several years ago. As the work is being carried out in sections over several years during ongoing school operations, there is close coordination of the measure with regard to disruptions to school operations.2. Construction progress to date and current statusThe first construction phase, the three-storey building wing with the administrative wing on the ground floor and classrooms on the first and second floors, was started in autumn 2016 and completed in the first quarter of 2018. The construction phase 2b with the biology, computer science and upper school classrooms in the single-storey building wing went into operation after the 2019 summer holidays. In the area of the central assembly room (forum) there were difficulties with the ground conditions after demolition of the floor slab. On the basis of the then prepared soil expertise, the planning of the floor slab had to be adjusted. In October 2019, the city of Rhede separated from the commissioned architect. The completion of construction section 3b (southern part of the three-storey building wing on Kolpingstraße) after the autumn holidays 2019 and the currently ongoing work on construction section 2a (kitchen/cafeteria) will be supervised by the city of Rhede on its own initiative. The kitchen and canteen will go into operation after the summer holidays. At the same time, the facing work on the entire single-storey building wing (canteen/kitchen, specialist room wing) will be carried out. Due to the delays, the further construction phases had to be redesigned in close cooperation and coordination with the requirements of the school operation. The new construction phase planning 2020-23 and the current cost situation with considerable cost increases became the basis for the upcoming second half of the construction measure at the school center with the decision of the city council of Rhede on 26.2.2020.3. Continuation and description of the scope of servicesIn the construction phase planning, which is to be regarded as a framework schedule, the intensive construction phase will cover the years 2020 to 2022. During this period, container facilities will ensure the full operation of the school. The work will be continued with construction phase 4 in building section 7 from the autumn holidays 2020 and after the invitation to tender has been issued and further shell construction work has been commissioned, probably in autumn 2020 with construction phase 3a, the Forum (building section 4). In work phase 5, execution planning, the planning services still to be performed are to be based on the existing planning. On the basis of a rough estimate, these are still approx. 12.5 % of the total planning services (full amount for LP 5 implementation planning according to HOAI = 25 %). In the context of work phases 6 and 7, according to the current status and depending on the classification, around 11 trades with a net amount of EUR 2 216 000 net are to be put out to tender. This corresponds to a percentage of about 5% of the total planning for work phase 6 Preparation for award of contract (full amount according to HOAI = 10%) and about 1.5% for work phase 7 Participation in award of contract (full amount according to HOAI = 4%). LP 8 is to be paid in full for the upcoming construction measures. In addition to the basic services, the special services are also part of the overall scope of services (see Annex 1a Service Specification to the contract) The construction project is to be assigned to fee zone III on the basis of the assessment points determined.
