Description

1) Details of the construction project:- General descriptionOn the federal property Stresemannstraße/ Erna-Berger-Straße/ Niederkirchnerstraße in Berlin's Mitte district, a new extension building including the outdoor facilities is to be planned for the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU), which is also to serve as a beacon project of the Federal Government for sustainable building.the Federal Institute for Real Estate Affairs (BImA) is the project sponsor. The aim is to consolidate the property structurally in such a way that maximum utilisation can be achieved, and the aim is to ensure that the entire property will be uniformly managed by BImA in future. For this reason, the building must be awarded the Gold quality rating of the Swiss Federal Sustainable Building Council's (BNB) rating system. A minimum silver (BNB) performance level is targeted for the outdoor facilities to be redesigned. As far as the location of the building site allows, the aim should be to reduce the energy demand of the building as much as possible and to generate as much energy as possible on site The comfort conditions to be created in the building should be achieved in a natural way. This means that robust, low-maintenance, structural solutions are preferable to technical solutions. Only when this is not possible should technical solutions be used (low-tech approach). Special attention is to be paid to reducing the operating and usage costs of the property, and close and cooperative cooperation is to be sought with regard to the planning objectives of sustainability and the implementation of the Low-Tech Strategy. This planning approach corresponds to the recommendation of the "Reform Commission for the Construction of Major Projects" on partnership-based cooperation, on which the Federal Chamber of Architects also agreed.an interdisciplinary, non-open competition for the architectural and landscape planning services will be held after a previous competition.parallel to the ongoing competition, the involvement of the other major planning offices - predominantly as European award procedures in accordance with the VgV - will take place. The aim is a joint start of the revision of the competition design by the main planning offices, probably from mid-2020.in order to optimise the planning, "Building Information Modelling" as 3D-BIM is to be used for the BMU extension project in the early planning phases 2, 3 and 5 in accordance with HOAI.the planning services are to be carried out using a BIM-capable CAD system and in the Industry Foundation Classes (IFC) data exchange format in accordance with HOAI.
