Award of service concession at the concessionaire's own economic risk.
The management of Fulda Prison intends to re-award the service concession of TV reception for Fulda Prison. The concession period is from 01.01.2024 to 31.12.2027.The Fulda Correctional Institution has the right to extend the contract by one year, until 31.12.2028.The maximum concession contract period is five years.In this context, the concessionaire must install a state-of-the-art prisoner TV reception system in the correctional institution, which is used exclusively by prisoners, and operate it at its own risk. The space or premises required for this purpose shall be made available to the licensee by the correctional institution. The costs of installation, operation and maintenance of the entire system as well as the economic risk shall be borne by the concessionaire. The existing cabling in the buildings is the property of the State of Hesse and is made available for use within the scope of the concession. The operation of the inmate television is carried out by the concessionaire's staff. The JVA assumes an intermediary position (handing out the contract, blocking or debiting the fee, enabling and disabling TV reception, replacing defective equipment, transferring all fees incurred, etc., (to be carried out in part by the VCC as a service for the correctional facility); the personnel of the correctional facility shall also be familiarized with the operating system by the concessionaire free of charge and as required - at the request of the correctional facility.Fulda Correctional Facility is a prison for male prisoners of all types of imprisonment and has an occupancy rate of approx. 85 prisoners.II Description of ServicesFor the TV reception of the correctional facility, the concession is awarded for the installation, maintenance and operation of a TV reception system with central monitoring and control.The costs of installation, operation and maintenance of the entire system as well as the economic risk shall be borne by the concessionaire.The contractual partners in the use of the SAT reception system are the provider/concessionaire and the respective inmate.The State of Hesse shall not be liable for any damage caused to parts of the system of the operator.The necessary areas and premises shall be provided by the correctional institution to the concessionaire for use. The existing cabling in the buildings is the property of the State of Hesse and is also provided for use within the scope of the concession.General functionality:TV/radioA prisoner TV reception system is set up in the prison cells as a secured prison media system, which ensures radio and television reception in accordance with the current state of the art; for this purpose, the concession for the installation, maintenance and operation of a TV reception system with central monitoring and control is awarded here exclusively.There is also the possibility for the bidder/concessionaire to submit a separate bid for the award of TV equipment.It is furthermore considered desirable that in addition to the invitation to tender for the satellite reception system, the bidder submits a separate offer with regard to rental equipment.The following data relate to this aforementioned additional offer on rental equipment:SystemOpening-monitored terminal equipment: with USB connection) can be used in the detention room:- TV/radio set with a size of up to 57 x 35 x 10cm flat screen (16:9 format - without stand)Possible options are to be provided:- Connection option for large screen formats for e. g.Radio reception- Playback devices- Possibility of connecting game consolesSafety features:- Central interruption option for the entire system, if necessary. Service/support:- Free hotline availability in the highest possible number of hours for the correctional facility- Maximum response time for malfunctions: 48 hours- Availability of a technician to rectify system malfunctions on working days- Free instruction of staffData protection:- Self-commitment to comply with data protection- Compliance with the data protection regulations applicable in the State of Hesse- Storage of data at least within the Federal Republic of Germany- The concessionaire undertakes to carry out the processing of personal data necessary for the proper provision of services in accordance with the relevant state, federal and European data protection regulations.For details, please refer to the procedural documents.
