Germany - Services (editorial maintenance and further development and integration of the search function) for the federal funding database

Description

The Federal Ministry for Economic Affairs and Climate Protection (BMWK) intends to conclude a contract on the basis of the following service description by means of an EU-wide open procedure with a basic term of two years, with two extension options of 12 months each at the request of the client, for the editorial support and further development of the federal funding database and its integration into the digital funding platform from April 11, 2024.
The service is to be tendered in two lots. In addition to the current Lot 1 'Editorial maintenance of the federal funding database', a new Lot 2 'Further development of the search function of the federal funding database' is to be awarded.
Information on the status quo
The federal funding database with the domain www.foerderdatenbank.de is a satellite site under the responsibility of the BMWK and provides information on federal, state and EU funding opportunities. As a satellite site, the federal funding database is currently one of the BMWK's most popular portals. Citizens, companies, chambers, trade associations, intermediaries, federal states and municipalities can access information on BMWK funding programs as well as current information on almost 2,500 EU, federal and state programs. It also provides information on current developments in the funding sector and gives general background information on application procedures. The federal funding database is also an important information tool for several hotlines, in particular for financing and funding advice. It is not possible to submit an application via the federal funding database.
The Digital Funding Platform is an IT project of the BMWK as part of the implementation of the Online Access Act. The Digital Funding Platform has been in the technical implementation phase since September 2022. It will enable intuitive and user-friendly end-to-end access to funding processes from the perspective of funding providers and recipients.
The aim is to integrate the federal funding database into the digital funding platform. The integration is intended to create a platform that will allow a fully comprehensive, fully digital search, application and communication on funding applications in the future. It should be possible to search, apply for and communicate between funding providers and recipients from one and the same application.
The federal funding database should be expanded to include additional, user-friendly search functions to enable funding searches through to funding processing. To this end, it is essential to expand the search function in order to provide funding recipients with an intuitive, targeted search for funding opportunities.
