An advanced contract award notice (ACAN) is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date and time stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 1. Definition of the requirement: The work will involve the following: 1.1 Objectives: The training and education will be separated in 4 streams: Stream 1: Sensitivity Training around Caring for Older Adults (including myth-busting) for Health Services including National Headquarters (NHQ) and Regional Headquarters (RHQ) employees and management teams; Stream 2: General Geriatric Care Training for Front line Institutional Health Services Staff; Stream 3: In-depth training and education for Front Line institutional Health Services Staff who work primarily with older adults in mainstream institutions as well as those working in Regional Hospitals/ Treatment Centres. Training must include case scenarios developed in collaboration with CSC Health Services to ensure the teaching is applicable to a correctional health care context. Stream 4: Information Sessions on specific topics on the care for older adults. 1.2 Tasks: The Contractor must Carry out a staff training and education needs assessment survey to identify specific training and education needs for each of streams 1-3 noted above;  Schedule planning meetings during training and education development, and on an as requested basis to discuss and review training and education content with CSC Health Services representatives; Based on case scenarios (for educational purposes) developed by CSC Health Services, provide consultation and advice on treatment interventions specific to older persons in custody; Develop and deliver a specialized training and education curriculum , incorporating correctional scenarios to facilitate case-study based learning that meets the training and education needs of Health Services Staff; Determine training and education session dates and provide the Project Authority with the proposed dates for approval; Deliver all training and education sessions virtually via CSC approved platform; Provide CSC Health Services with feedback of key discussion topics raised during the training and education sessions; Design and request CSC participants to complete an evaluation form, collect the evaluation results and share a summary with CSC Health Services. If needed, adjust the training contents according to evaluation results, and as requested by Health Services, to ensure ongoing quality improvement of the training content; Engage in additional opportunities for discussions with health services staff and professionals as requested, with the Project Authority’s prior approval. 1.3 Expected results: The expected results of this contract are to achieve the following: CSC Health Services staff will be more informed, educated, sensitive to the commonly held ageist beliefs and myths around aging, especially those that can negatively affect care and will be able to identify and address the health care needs of older persons in custody. CSC Health Services staff will have knowledge of geriatric care (care for older adults) that will help inform clinical practice including, but not limited to, assessment and care planning within the context of interdisciplinary care of older persons in custody. CSC healthcare providers in mainstream Institutions, Regional Hospitals and Treatment Centres will be equipped with clinical skills and knowledge in the area of health issues and aging (geriatric care). 1.4 Performance standards: The contractor must complete the work as outlined in the contract in a manner that is in keeping with professional standards of practice for geriatricians. The contractor must provide specialized training and education to Health Services staff that is appropriate to the context of CSC and in keeping with programs, policies and service delivery. The contractor must hold and maintain a current license in good standing with their provincial licensing body for physicians and surgeons in Canada for the duration of the contract. 1.5 Deliverables: Develop a staff education and education needs assessment survey in collaboration with CSC and provide CSC with the survey link that CSC will share with Health Services Staff. The completed surveys will contribute to the training and education content developed by the Contractor. Provide CSC Health Services with an outline of Health and Aging Training and education Curriculum content and learning objectives for each of the streams (Streams 1-3). Meet with CSC to discuss proposed Case Scenarios to ensure applicability to the curriculum content. Develop the training presentations incorporating the case scenarios developed by CSC HS and provide CSC HS with a copy of the (English) training and education power point presentations modules. Revise the curriculum content according to the feedback provided by CSC health services and submit the final version. Provide the Project Authority with a schedule of training session dates (exact dates to be determined after contract award); Deliver the training and education sessions in keeping with the streams identified; Provide CSC Health Services with feedback of key discussion topics raised during the teaching and education sessions; Provide CSC with a summary document of the training evaluation survey results; Provide CSC Health Services with an outline of Health and Aging Training and education Curriculum content and learning objectives for Stream 4 based on feedback from CSC Health Services Staff; Develop curriculum content for Stream 4 and submit it to the project authority for approval. Revise the curriculum content for Stream 4 according to the feedback provided by CSC health services and submit the final version. Meetings with CSC representatives to discuss feedback and training evaluations results. 1.5.2 Paper consumption: a. Should printed material be required, double-sided printing in black and white format is the default unless otherwise specified by the Project Authority. b. The Contractor must ensure printed material is on paper with a minimum recycled content of 30% and/or certified as originating from a sustainably managed forest. c. The Contractor must recycle unneeded printed documents (in accordance with Security Requirements). 1.6 Constraints: 1.6.1 Location of work: a. The contractor must deliver the sessions virtually (via CSC approved platform) from their designated place of work. While it is expected that the contractor must deliver the training virtually, the Project Authority will determine, in collaboration with the contractor, if there is an opportunity to deliver any of the training in person and, if so, the contractor must deliver the training in person.. b. Travel i. If in-person training has been mutally agreed upon, the contractor must travel to the training location. The contractor must obtain prior approval from the Project Authority for all travel. 1.6.2 Language of Work: The contractor must perform all work in English. The training and education sessions must be delivered in both English and French where required. The contractor must identify the individual who will deliver the French only sessions to the Project Authority, for approval prior to the training. 1.6.3 Security Requirements: There are no security requirements associated to this contract. 2. Criteria for assessment of the statement of capabilities (minimum essential requirements): Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements: Experience : Must have a minimum of seven (7) years of experience obtained within the last ten (10) years prior to the ACAN closing date, in a senior clinical role providing geriatric care services as a licensed Geriatrician, to older adults including care to older adults who are marginalized, isolated, or both. Must have developed, within the last (5) five years prior to the ACAN closing date, a minimum of one (1) curriculum related to geriatric care. Must have led an ongoing series of educational webinars or in person training sessions (on a montly basis for at least 8 months in a row within the last five (5) years prior to the ACAN closing date) on health and aging related issues to a broad audience of health and social care professionals in the area of aging related care. Must have two (2) years of experience obtained within the last five (5) years prior to the ACAN closing date, in a senior leadership position working with diverse groups and stakeholders which must include provincial or federal government, or both on current and emerging aging and senior related health issues Must have two (2) years of experience obtained within the last five (5) years prior to the ACAN closing date, in providing policy related clinical advice to federal or provincial senior executives on marginalized and isolated settings. Must have two (2) years of experience obtained within the last five (5) years prior to the ACAN closing date, with a national or provincial research project designed to identify the health and social care needs of older adults who are marginalized, isolated, or both. The supplier must have (2) years of experience obtained within the last five (5) years prior to the ACAN closing date in an academic position with a Canadian university providing teaching to healthcare students and professionals. Professional designation, accreditation and/or certification  The proposed Geriatrician must hold a current license and be in good standing to practise geriatric medicine with their regulatory body. Academic qualifications : The supplier must have knowledge of the social determinants of health within the context of aging (i.e. social isolation, loneliness) obtained through a degree in social sciences. The degree must have been obtained from a recognized Canadian university, college or high school, or the equivalent as established by a recognized Canadian academic credentials assessment service, if obtained outside Canada. The list of recognized organizations can be found under the Canadian Information Centre for International Credentials web site. 3. Applicability of the trade agreement(s) to the procurement This procurement is subject to the following trade agreement(s): Canada Chile Free Trade Agreement (CCFTA); Canadian Free Trade Agreement (CFTA); Comprehensive and Progressive Agreement for Transpacific Partnership (CPTPP) The procedural requirements of the other international trade agreements will be fulfilled following compliance to the procedural requirements of CFTA, CCFTA, and CPTPP 4. Set-aside under the Procurement Strategy for Indigenous Business This procurement is not subject to any set-asides for Indigenous Suppliers. 5. Comprehensive Land Claims Agreement(s) This procurement is not subject to a Comprehensive Land Claims Agreement. 6. Justification for the Pre-Identified Supplier Since 2010, the pre-identified supplier has been the Director of Geriatrics at Sinai Health System and the University Health Network in Toronto, including care to marginalized, or isolated older adults, or both. The pre-identified supplier possesses the necessary experience in curriculum development and teaching to develop and deliver a curriculum to CSC Health Services staff on issues related to health and aging, keeping in mind the unique environment in which this care is provided. Specifically, the pre-identified supplier: has developed curriculum for John Hopkins School of Medicine; is currently developing a Seniors-led curriculum for Police Knowledge; has developed a Curriculum in Geriatric Emergency Medicine for Province of Ontario as well as a Curriculum Development Advisor for the University of Toronto; has developed a Geriatrics Training Curriculum according to Accreditation Council for Graduate Medical Education (ACGME) Program Requirements for the Maryland General Hospital, Baltimore.  The pre-identified supplier has provided, since 2006 to present, approximately 500 presentations and webinars as well as approximately 700 expert media interviews on topics related to the health and social care needs of older adults. The pre-identified supplier has held and holds a number of leadership positions communicating effectively and collaborating strategically with diverse groups and stakeholders including provincial or federal government, or both on current and emerging aging and senior related health issues. The pre-identified supplier: was appointed in 2012 by the Government of Ontario to serve as the expert lead of Ontario’s Seniors Strategy and is currently developing a National Seniors Strategy; was appointed to the National Seniors Council in 2021, an advisory body to the Federal Government; is the current Chair of the Long Term Care Services Technical Committee, the Committee that is leading the development of the new National Long Term Care Services Standard for Canada. As a Geriatrician and interRAI Fellow, the pre-identified supplier provided clinical analysis and policy related advice to senior executives as part of a CSC national research project on older persons in CSC custody, in collaboration with the University of Waterloo (2018-2020); the results of which are helping to inform the development of CSC Protocols, Policies, Guidelines and Directives. The pre-identified supplier meets the education requirements: 1998-2002 Doctor of Medicine (MD), Faculty of Medicine, University of Western Ontario, London, Ontario; 2002-2008- Oxford Institute of Aging, UK, PhD in Sociology 2009-2010 Fellow in Geriatrics, Education and Leadership, John Hopkins University School of Medicine; has been practicing in Canada as a licensed geriatrician since September 2010; since 2021, was appointed Professor of Medicine and Professor of Family and Community Medicine positions at the University of Toronto (Associate Professor 2016- 2021), also Professor of Health Policy, Management and Evaluation at University of Toronto and, since 2016, holds the position of Director of Health Policy Research at Ryerson University’s National Institute on Aging (NIA). The pre-identified supplier meets all of the minimum essential requirements described in this ACAN. 7. Government Contracts Regulations Exception(s) The following exception to the Government Contracts Regulations is invoked for this procurement under subsection:  (d) only one person is capable of performing the contract. 8. Exclusions and/or Limited Tendering Reasons The following exclusion(s) and/or limited tendering reasons are invoked under the section of the trade agreement(s) specified: Canada Chile Free Trade Agreement (CCFTA) Article Kbis-09: b. where, for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists; Canadian Free Trade Agreement (CFTA), Article 513 (b) if the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute goods or services exist for any of the following reasons:  (iii) due to an absence of competition for technical reasons; Comprehensive and Progressive Agreement on Trans-Pacific Partnership, Article 15.10: (b) if the good or service can be supplied only by a particular supplier and no reasonable alternative or substitute good or service exists for any of the following reasons:  (iii) due to an absence of competition for technical reasons; 9. Ownership of Intellectual Property Ownership of any foreground intellectual property arising out of the proposed contract will vest with the Contractor. 10. Period of the proposed contract or delivery date The proposed contract is for a period of 2 years, from date of contract award to 2 years later. 11.
