Bid Document Fee Php1,000.00 The BAC is conducting the public bidding for this Contract in accordance with Republic Act No. 9184 and its Implementing Rules and Regulations (IRR). To be eligible to bid for this Contract, a contractor must meet the following major requirements: (a) Filipino citizen or seventy five percent (75%) of Filipino-owned partnership/corporation with PCAB license for Size Range Medium A, (b) completion of a similar contract costing at least fifty percent (50%) of the ABC*, and (c) Net Financial Contracting Capacity (NFCC) at least equal to the ABC. The DPWH will use non-discretionary “pass/fail” criteria in the eligibility check, preliminary examination of bids, evaluation of bids, post-qualification, and award. Opening of Bids After 9:00 a. m., December 26, 2018 BAC, DPWH-Laguna I District Engineering Office, Sta. Cruz, Laguna Bidders shall pay the BAC a non refundable fee as shown above for the Bidding Documents, upon securing hard copies of the Documents. Bidders that download the Documents from the DPWH/PhilGEPS website shall pay the fee upon submission of their bids. “If at the time of the post-qualification procedure, the BAC verifies that any of the deficiencies is due to the contractor’s fault or negligence pursuant to 34.3(b)(ii) of the 2016 Revised Implementing Rules and Regulations of Republic Act No. 9184 (2016 RIRR of RA 9184), the Procuring Entity shall disqualify the contractor from the award without any right to reimburse fees and incidental cost paid for the procurement of infrastructure contract subject of the Bid”. Interested bidders are also required to present the originals of their Contractor’s Registration Certificate to the BAC Secretariat, DPWH-Laguna I District Engineering Office, Sta. Cruz, Laguna together with the following documents for authentication and issuance of Bid documents: a. PCAB License; b. Certificate of Material’s Engineer accreditation; c. Two (2) valid ID’s of authorized Liason Officer as appearing in the CRC; d. Certificate of Safety Officer Seminar from Department of Labor and Employment (DOLE); e. Philippine Government Electronic Procurement System (Philgeps) Certificate of Registration and Order form (Documents Request List); f. CPES Rating relevant to the project and g. Tax Clearance.
