Description

The subject of the contract is the provision of round-the-clock physical protection services in accordance with the provisions of the Act of 22 August 1997 on the protection of persons and property and the Regulation of the Ministry of Defence of 19 June 1999 on the protection of areas of organizational units of the Ministry of National Defence by Specialized Armed Forces (SUFO) and other executive acts in force in this area. The service is provided in shifts on working, holiday and non-working days by qualified, armed, uniformly uniformly uniformed SUFO physical security personnel. The service consists in the realization in the form of permanent and direct physical protection of areas, objects, devices and people, property and maintenance of order in the protected area, as well as in constant supervision of signals transmitted, collected and processed in electronic devices and alarm systems in military units and institutions supplied by the 15 Military Economic Branch in Szczecin, divided into 7 parts. Tasks performed under the service result from the extract from the Protection Plan and Instruction for the protection of a given Military Unit/Institution.The subject of the contract covers 7 parts: Part No. 1 - 15 Military Economic Branch (15.WOG) in SzczecinUl. Narutowicza 10A; Part No. 2 - 12 Mechanized Brigade (12BZ) in Szczecin at Al. Wojska Polskiego 250; Part No. 3 - 5th Engineering Regiment (5 Pinż) in Szczecin Podjuchy ul. Metalowa 39;Part no. 4 - 12 Mechanized Division (12 DZ) in Szczecin Zaleskiego 2;Part no. 5 - 2nd Stargard EOD Battalion (2 bsap) Zwycięzców 1;Part no. 6 - 3rd Logistic Battalion (3rd blog) in Glewice, 72-100 Glewice.Part no. 7 - Regional Infrastructure Management Board (RZI) Szczecin Narutowicza 17B Street;The Orderer allows submitting partial offers.1The detailed scope of duties and responsibilities at particular positions will be specified in the Instruction for the protection of a given Military Unit/Institution, prepared and signed by the Contractor and the Commander/ Commander/ Head of the Military Unit/Institution responsible for the protection of a given facility and in the extract from the Protection Plan.2 The protection will be carried out in a 24-hour system. The duration of the SUFO security shift is 24 hours, daily from 8.00 a.m. to 8.00 a.m. of the following day.3. The shift of SUFO security staff will take place every day at 8.00 a.m., while the working time of security staff in parts for WKU Szczecin (part no. 1), WKU Stargard (part no. 5), WBE Szczecin (part no. 7), according to the arrangements included in particular parts of ToR.4The change of armed security staff at each of the posts will take place on a rotational basis not longer than every 2 hours, in accordance with the "SUFO SECURITY SERVICE FILLING PLAN" developed by the Contractor and agreed with the Security Commander/functional person responsible for security. The change of other security personnel shall be carried out in accordance with the provisions of the Security Instruction.5 It is not allowed for security personnel to continue working in consecutive 24-hour shifts, regardless of the form, facility and Military Unit/Institute in which the security service is performed. The interval between the end of one shift and the start of the next shall not be less than 24 hours, and in the case of security personnel providing a service to the WKU Szczecin, WKU Stargard and WBE Szczecin the interval between shifts shall not be less than 12 hours.6 The Contracting Authority requires that the permanent composition of the security personnel providing the service be guaranteed. Any changes of employees will be documented in writing by the Contractor, provided to the unit/institution for which the service is performed with 2 (two) days' notice counted in working days, with the enclosure of documents confirming the qualifications and authorization and a certificate confirming that the new security staff member has received training in the field of classified information protection and the performance of tasks at the planned workstation.7 The documents listed in point 6, together with an updated summary list of employees for providing security services in a given military complex, should be provided to the unit/institution for which the service is performed through the office in the original or confirmed for compliance. The order number(s) in the list should correspond to the document set number of the staff member concerned. The list should include a list of all employees providing the service under the concluded contract. In case of dismissal of an employee, the entry should be crossed out and the date of dismissal should be described in the remarks. The new employee should be added to the list and the date of commencement of the service should be specified in the notes.8 The contractor together with the person responsible for security on behalf of the serviced unit no later than two days prior to the commencement of the subject matter of the contract, will conduct training with the security personnel who are on the "List of persons who participate in the performance of the contract" on the scope of duties at individual posts, how to act in crisis situations. The Contractor shall draw up a protocol/conspect with a list of participants of the training. The protocol/consult with the list of participants of the training confirmed for compliance shall be delivered to the unit serviced by the Office before performing protective tasks. Persons who did not participate in the training may not participate in performing protective tasks.9 The Contractor shall carry out for newly employed persons the training on duties at all protected facilities before taking up protective service. The aforementioned training should be carried out in agreement with and with the participation of persons responsible for the protection of the facilities or other persons authorized by the unit being serviced. A protocol/consult with a list of participants of the training confirmed for compliance shall be delivered to the unit serviced by the Office before performing security tasks.10 The Contractor shall guarantee: a) Participation of security staff once a quarter in an exercise with an apparent breach of the security system of the complex.b) Participation of security staff in an instructional and methodological exercise with an apparent breach of the security system organized once a year.c) For the participation of employees in the above mentioned training the Contractor shall not be entitled to additional remuneration. The person responsible for security in particular Units and Institutions for which the service is rendered shall inform the Economic Operator at least 14 days in advance about the date and scope of the training.d) Conducting by the Economic Operator of current training of security personnel, and at least once a quarter shooting by all security personnel from the weapons being their equipment taking part in the execution of the contract (the date of training shall be notified each time by the Economic Operator to the Contracting Authority and the unit / institution for which the service is rendered 14 days in advance).For the duration of service provision, the Contractor shall provide the following equipment for each security staff and additional forces and resources:1) Individual mandatory equipment calculated for each SUFO security commander, consisting of the following elements required on each shift:a) short firearms (military pistol) with ammunition standard intended for performing security tasks; b) portable radio-telephone with accessories, operating on a separate band of the Contractor,c) flashlight with minimum parameters: light strength of 500 lm and light range of 200 m and working time of 5 h,d) an object designed to incapacitate people with the use of electric power with an average value of current in the circuit not exceeding 10 mA,e) handcuffs (with a key) according to the specification presented in Annex 1.(f) an assault warning device to transmit the assault signal to the SUFO or LCN commander. It is allowed to use the ON-LINE control system to control real time tasks,g) GSM telephone,h) personal dressing;i) tactical vest allowing to fasten and put into a pocketI to wear all the required individual equipment of a security guard,j) bulletproof vest,k) composite helmet2) Individual mandatory equipment calculated for each armed security guard, which consists of the following elements, required on each shift: a) long firearms (carbine or machine gun) with ammunition standard designed to perform the tasks of protection;b) mobile radio with accessories, operating on a separate band of the Contractor,c) flashlight with minimum parameters: light strength of 500 lm and light range of 200 m and working time of 5 h,d) an object designed to incapacitate people with the use of electricity with an average value of current in the circuit not exceeding 10 mA,e) handcuffs put on hands (with a key) according to the specification presented in Annex 1; f) assault warning device enabling transmission of the assault signal to the Commander of security SUFO or LCN and a logging device within the ON-LINE control system to control the execution of tasks in real time,g) personal dressing;h) Tactical vest for attaching and inserting into pocketsI to wear all the required personal equipment of a security guard, i) bulletproof vest, j) composite helmet3) Individual mandatory equipment calculated for each security guard without weapons, consisting of elements, required on each shift: a) portable radio with accessories, operating on a separate band of the Contractor,b) flashlight with minimum parameters: light strength of 500 lm and light range of 200 m and working time of 5 h,c) an object designed to incapacitate people with the use of electric power with an average value of current in the circuit not exceeding 10 mA,d) service truncheon,e) handcuffs (with a key) according to the specification presented in Annex 1f) assault warning device enabling transmission of assault signal to the Security Commander of SUFO or LCN. It is allowed to use the ON-LINE control system to control real time tasks (does not apply to part 1 of the ToR),g) GSM telephone - 1 in objects where there is no Security Commander,h) personal dressing; i) tactical vest allowing to fasten and put into the pocketI to wear all required individual equipment of the security guard.4) Individual obligatory equipment calculated per each member of the Contractor's mobile intervention patrol staff, which consists of the following elements, required on each shift: a) mobile radio operating on the Contractor's separate band to establish communication with SUFO security personnel and the officer on duty,b) firearms (short or long) with ammunition standard,c) bulletproof vest,d) composite helmet,e) flashlight with minimum parameters: light strength 500 lm and light range 200 m and working time 5 h,f) handcuffs put on hands (with key) according to the specification presented in the attachment No. 1,g) GSM telephone - 1 pc. for patrol,h) personal dressing.5) Additional forces and means, which the Contractor is obliged to provide in connection with the service:a) for 12 DZ (part no. 4) and for RZI (part no. 7) - mobile intervention patrol of the Contractor in a squad of at least two persons with individual equipment provided for the mobile intervention patrol security staff, who are obliged to carry /tached or put on a vest pocket/ and equipped with a marked company vehicle, in order to provide support to all security staff performing the service of facility protection with response time individually specified for each part no. 4 and 7 in the ToR,b) a base radiotelephone in the room of each SUFO Security Commander and in the rooms of unarmed security personnel (in all facilities where there is no Security Commander), operating on the Contractor's separate band, to secure wireless communication between security personnel in the protected military facility,c) a base and portable radiotelephone with accessories, operating on the Contractor's designated band to the duty officer's room of the guarded unit to ensure communication with the SUFO protective forces in the military facility where the duty officer is deployed, a portable radiotelephone shall provide the duty officer with the ability to communicate with the SUFO forces in any guarded facility he arrives at,d) for 15 WOG (part 1) a portable radiotelephone with accessories, operating on the Contractor's designated band to the OWC Guard Commander's room, to ensure communication with SUFO protection forces in WKU and WSzW Szczecin,e) ON-LINE control system for constant and real-time control of task execution by the SUFO protection commander and reception of alarm signals from assault warning devices from armed and unarmed security personnel with the system control panel installed in the guardhouse (protection forces room) and a printer allowing to print out the registration of the celebrations and alarm signals. The system should have control points installed on the route of patrolling armed security staff in sensitive places, indicated by the unit's functionary, enabling current control of the security staff at the post and their logging into the system every 1 hour (does not apply to part 1 of the ToR),f) for 12 DZ (part no. 4) in the facility at 5 Wawrzyniaka Street - assign a radio transmitter for transmitting signals from the local alarm system to the Contractor's monitoring station, installed on the premises of the protected facility and lent for the duration of the contract. Prints from the opening and closing of the facility and other recorded events by the alarm system should be delivered every month by the 5th day of the following month to the Security Commander or on an ad hoc basis upon request of the inspection of the indicated period of security execution, g) to RZI in the facility at 17B Narutowicza Street (part no. 7) - the control panel of the system monitoring alarm signals from assault warning devices of five security personnel providing services in three facilitiesI installed in the monitoring room.6) The costs of the service related to securing the required individual equipment for each security guard and the required additional forces and measures supporting security, including the use and control of the mobile intervention patrol, as well as the training of security staff and supervision of security staff by the coordinators, as required by the agreement and applicable regulations. The Contractor is obliged to calculate the price of the entire service provided, without the possibility of claiming any additional fees.7) The entire individual obligatory equipment provided for in the Terms and Conditions of the agreement should be carried by each security guard and put in his pocket a tactical vest for the entire period of the security service in the facility. An exception to the above rule isa) a flashlight taken during conditions of limited visibility,b) a helmet and a bulletproof vest - bulletproof, stored in the security forces room and issued by the commander of the security in an emergency situation or by order of the officer on duty of the unit,c) when charging the batteries of the equipment of the individual security guard, who at that time stays in the service room in the building,8) The Orderer also reserves the possibility of checking twice a month free of charge, the time of access and the mobile equipment of the intervention patrol to the protected facility on an unannounced signal,9) The Orderer reserves three free access to erroneous alarms of the system installed in the facility at ul. Wawrzyniaka 5 in Szczecin. The Contractor shall at the same time ensure the efficiency and correctness of operation of the alarm system.12 For the duration of the service, the Contractor shall provide all security personnel, according to the season of the year and weather conditions, with uniform official uniforms (summer and winter), which should have markings that distinguish them visibly from the uniforms of employees under special protection or whose designs were introduced under separate regulations. The set of uniforms includes: a) hat,b) fleece jacket, summer shirt,c) trousers,d) protective footwear,e) jacket,f) gloves,h) tactical vest,h) rain cape.1) The clothing of the security personnel shall be in accordance with the uniform specimen presented by the Contractor in the form of photographs and accepted by the Commander/Head of the protected unit/military institute, and in a way visibly different from the uniform used by the Ministry of National Defence and public service employees.2) The Contracting Authority requires that the appearance of the security guard should be neat, and the uniform should be clean, undamaged, and fit to the height and posture of the person.3) It is allowed to put the inscription "PROTECTION" on the uniform.4) Each of the employees must be equipped with a badge enabling their identification. The Contracting Authority allows for the possibility of reducing the number of objects to be protected by the SUFO in connection with organizational changes of the Contracting Authority's structures, which on the date of announcement and signing the contract could not be foreseen. The Ordering Party requires that qualified security personnel performing activities of permanent direct physical protection and performing permanent supervision of signals transmitted, collected and processed in electronic devices and alarm systems should be employed on the contract of employment together with persons for substitution within the meaning of art. 22 of the Labour Code. The contractor employing foreigners intended for the execution of the subject of the contract is obliged to obtain a permit for their entry into the Military Unit (military facilities) in accordance with Decision No. 19/MON of the Minister of National Defence of January 24, 2017 on organizing international cooperation in the Ministry of National Defence.a) the list of foreigners with confirmed copies of obtained permits should be submitted each time to the Commander of the Military Unit on the territory of which it is planned to enter the foreigners in advance, provided for the submission of documents required from the security staff.b) the foreigners participating in the service are required to have the ability to communicate in Polish.c) lack of consent provided for in the above mentioned Decision 19/MON will result in non-admission of foreigners to the military facility.The Ordering Party stipulates that the Contractor must perform the task by his own forces, subcontractors are allowed only within the scope of an external intervention group.Pursuant to the Act of 5 August 2010 on the protection of classified information (Dz.U.2019.742, i.e.), the Economic Operator is obliged to protect classified information to which he may have access in connection with the performance of security services. a) During the preparation of the tender for the tender, the term of the contract and after its termination, the Economic Operator is obliged, under pain of criminal liability, to keep secret all information which he possessed in connection with the tender for the security service.b) Access to information related to the performance of the contract may only be granted to persons who have been authorised by the head of the organisational unit to have access to classified information with the classification 'SECURITY' or a security certificate authorising access to classified information with the classification 'SECURITY' or higher and have received appropriate training in the protection of classified information.According to § 5 of the Ordinance of the Minister of National Defence of June 19, 1999 on the protection of areas of organizational units of the ministry of national defence by specialized armed protection formations, the Contractor undertakes to carry out the protection of military facilities after the announcement of mobilization, introduction of martial law or during the war, according to the rules and procedures specified in the Ordinance of the Council of Ministers of November 24, 2009 on the militarization of organizational units performing tasks for the benefit of national defence or security (Dz.U.210.1612).TECHNICAL REQUIREMENTS FOR DIRECT COERCIVE MEASURES - HANDCUFFS (JAW CUFFS).1. The device is made of steel not toxic to human organism, without galvanic coatings (nickel, zinc), according to the EU directive76/769/EEC-94/27/EEC;2. have a two-pinch locking system, a lock to immobilize the sprocket;3. Meet the strength requirements for static force applied in accordance with PN-EN 10088-1 standard for stainless steels:1) Bursting force of 2300 N (force applied in the plane of the buckle, the second one fixed in the handle), where after the force is stopped, the handcuffs retain their functional properties; 2) Bending buckle of 500 N (the buckle is fixed in the handle from the side of the chain connecting the buckle, the force applied perpendicularly to the plane of the buckle at its end opposite to the place of its fixing in the handle), when the force is stopped, the handcuffs retain their functional properties.4Equipped with a key for removing handcuffs.
