ADVANCE CONTRACT AWARD NOTICE (ACAN)
Introduction
An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a goods contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a statement of capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government's contracting policy have been met. Following notification to suppliers not successful in demonstrating that their statement of capabilities meets the requirements set out in the ACAN, the contract may then be awarded.
If other potential suppliers submit statements of capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.
Background
On behalf of the Canadian Department of National Defence (DND), Defence Construction Canada (DCC) requires six (6) – 454.249 Litre (120 US gallon) completely self-contained and unmanned portable extinguishing compressed air foam (CAFS) systems designed to automatically detect and extinguish fuel fires for aircraft parking areas in hangar B210 located at CFB Suffield, Alberta.
Current Requirements
The scope of work contains three elements:
Supply and delivery (FOB CFB Suffield, Alberta) of six (6) Fire Suppression Units as follows:

designed to automatically detect and extinguish fuel fires for aircraft parking areas,
unmanned operation,
completely self-contained,
cart mounted man portable,
oscillating turret nozzle,
extinguishing compressed air foam (CAFS) system,
minimum 454.229 L (120 US gallon),
pull out hose and reel for maned operation,
visual and audio alarms,
area coverage approx. 464 SM (approx. 5,000 Sq. Ft.) each unit, and
new, with comprehensive manufacturer’s one (1) year warranty.


Supply and delivery (FOB CFB Suffield, Alberta) of eighteen (18) refill units of 3% AFFF Fire Fighting agent.
Provide on-site training (in the set up, use, and operation of the Fire Suppression units) for local Fire Fighting staff at CFB Suffield, Alberta.

Qualifications:
The company or firm must be experienced and recognised as a manufacturer and supplier in the industrial fire fighting / suppression industry.
The Intellectual property (if any) arising from this contract will rest with the Contractor (Copyright).
Contract Period
The delivery of these units is to be as soon after award as possible; with a maximum delivery date of 90 calendar days after award. Award expected to be some time in May or June 2019.
It is intended to award a goods contract to the supplier below for an amount between $50,000 and $60,000 ($Can) (excluding GST) each PLUS refill units and training costs:

Fire Combat is known worldwide for designing, manufacturing and supplying customized industrial fire suppression systems since 1979 .
Under the Government Contracting Policy, Section 10.2.1 (d) only one person or firm is capable of performing the contract, for the reasons specified above.
Suppliers who consider themselves fully qualified and available to provide the goods described herein, may submit a statement of capabilities in writing (including a web link to a demonstration video of their unit responding to a fire, and showing man portability), to the Contracting Authority identified in this Notice on or before 1400 Mountain Daylight Time, May 22, 2019.

The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
Statements of capabilities must be mailed or emailed on or before the closing date. Statement of capabilities received on or before the closing date will be considered solely for the purpose of deciding whether or not to conduct a more extensive tendering process. Information provided will be used by the Crown for technical evaluation purposes only with respect to a decision to proceed to a further competitive process.
Suppliers that have submitted a statement of capabilities will be notified in writing of DCC's decision to proceed.
